Duties Description DESCRIPTION OF JOB DUTIES:

1. Administer HESC’s Reasonable Accommodation and Religious Accommodation (Reasonable Accommodation) Policies and Procedures. Maintain familiarity with the New York State Human Rights Law and the Americans with Disabilities Act and other applicable laws and/or Executive Orders. Serve as HESC’s Diversity & Inclusion liaison and coordinates activities on behalf of HESC.

2. Supervise payroll and benefits functions and activities. This includes onboarding and offboarding activities such as the processing of all personnel transactions, participating in and/or guiding staff through employee orientation, accurate and timely submission of onboarding documents to the Business Services Center (BSC), employee separations, pending retirements, and exit interviews. Ensure transactions are prepared and submitted in accordance with Civil Service Law, regulations and directives by reviewing HR systems to ensure transactions have been accurately processed by the BSC. Address errors timely and consistently. Interact with Civil Service, BSC, and the Office of the State Comptroller (OSC) in preparation of complex transactions, to ensure processing issues are resolved timely and to assist employees with navigating Civil Service and NYS Employee Retirement System rules and procedures.

3. Oversee the administration of medical and other leaves including Workers’ Compensation, continuous and intermittent FMLA leave and personal leave. Provide guidance, training and coaching to employees and supervisors as necessary.

4. Supervise the administration and tracking of HESC’s Performance Evaluation Program. Develop and maintain effective procedures for timely probation reports, traineeship evaluations and performance evaluations. Assist supervisors in effective techniques for timely drafting of probationary reports and annual performance evaluations. Review employee evaluations and identify problems.

5. Co-administer HESC’s Telecommuting Pilot Program. This may include the review and assessment of telecommuting applications, Pre-Work Plans, Work Plans, and Telecommuting Evaluations as well as the effectiveness of the program and participants. This requires working knowledge of Civil Service title and salary plan, current business needs, and agency telecommuting guidelines.

6. Oversee and participate in agency classification and staffing activities the recruitment and selection of employees by participating in first round interviews and other related activities. May assist in additional recruitment activities (preparing vacancy notices, canvassing eligible lists, etc.) when needed.

7. Assist in the development and implementation of new program initiatives and special projects. Provide oversight in the preparation and updating of HESC’s employee handbook and other related HR materials. Coordinate pandemic related activities including reporting, enforcement, and compliance of all applicable rules, regulations, Executive Orders, and other related directives. Provide pandemic related guidance to employees and supervisors.


8. Serve as HESC’s Diversity & Inclusion liaison with Civil Service’s Office of Diversity and Inclusion Management. Participate in identification, development and/or implementation of processes and activities that support diversity and inclusion. Participate in interviews and the hiring process and review final selections from an EEO perspective. May assist with the review of selection factors and interview questions.

9. Identify staff development and training needs with program managers and/or executive staff. Assist with planning, organizing, scheduling and coordinating HESC’s training program. Review and evaluate effectiveness of training efforts. Oversee the roll-out and completion of mandatory Statewide training. May personally conduct virtual or in-person training.

10. Answer and respond to inquiries from managers and employees related to various HR matters, laws, policies, and practices.

11. Confer with program managers, executive staff, employees, and oversight agencies (such as Civil Service, OER, DOB) regarding HR matters.

12. Supervise entry level professionals, paraprofessionals, and/or administrative support employees.

13. Disseminate relevant information on training, promotion and related opportunities for employee self-development.

14. Perform other duties as assigned.
