Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) or the Professional Career Opportunities (PCO) Select Titles eligible list may be considered for appointment. Section 70.4 Transfer to Education Finance Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Finance Specialist 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or the Public Administration Traineeship Transition (PATT) eligible list AND possess a bachelor’s degree.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.


Duties Description The New York State Education Department’s (NYSED) is seeking candidates for two Education Finance Specialist 1 positions in the Rate Setting Unit. Duties of these positions include, but are not limited to, the following:

• Calculate annual tuition rates and awards, which may include Dormitory Authority Part 1 tuition, NYS School for the Deaf and Blind tuition, Minimum Wage Impact Amounts, Raise the Age Hold Harmless Amounts, and the Excessive Teacher Turnover Prevention Program Awards;
• Perform data mining and analysis for waiver backup, annual tuition methodology proposal, rate reform analysis, and requests from internal and external stakeholders for trend data;
• Perform interim tuition rate certification processing;
• Perform daily logging and loading of CFRs, troubleshoot issues, and provide technical assistance;
• Assist with the Dormitory Authority/Capital Project process, including reviewing applications, communicating with providers, data analysis, preparing packages for DOB submission, and assisting as needed with the DA check processing and annual intercepts;
• Assist with the calculation of audit rates;
• Prepare necessary excel worksheets for rate processing documents and ITS data transfers, run reports, and verify accuracy;
• Participate in the testing, implementation and support of the online system used in the RSU process;
• Perform unit website updates;
• Provide technical support to approved special education providers; and,
• Monitor rate processing using database reports to identify areas of concern.



Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of bachelor’s degree will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Education Finance Specialist 1, SG-18. The salary for candidates appointed to Education Finance Specialist Trainee 1 starts at $46,529 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

* Leads to a maximum salary of $77,912 based on annual performance advances.
