Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. Section 70.1 Transfer to Education Program Assistant 1: Candidates must have one year of permanent competitive or 55 b/c service in a title allocated to SG-14 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-13 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list.

Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they possess a bachelor’s degree AND are a current NYS employee with one year of permanent competitive or 55b/c service in a title allocated to SG-9 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list.

55 b/c Appointment: This position is eligible for 55 b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55 b/c eligibility letter.

Duties Description The New York State Education Department’s (SED) Office of the Professions is seeking to fill an Education Program Assistant 1 position in the Office of the Professions Tech Team. The Office of the Professions (OP) is responsible for licensing and oversight of more than 50 licensed professions, as well as professional corporations and pharmacy establishments. Under the general direction of a Senior Administrative Analyst, the EPA 1 will perform entry level work to assist the OP Tech Team in business process improvement and customer service enhancements. Duties of this position will include, but not be limited to, the following:

• Identify problems or complaint trends in a subject area and communicate these to the appropriate office or program area for resolution;
• Develop and run statistical reports as needed;
• Work with staff from the OP Tech Team and other OP functional areas to troubleshoot problems arising in OP business processes;
• Assist in maintaining and revising the Contact Center Policy and Procedures Manual, various training documents, and other materials which serve as instructional aids;
• Support OP Tech staff in development and implementation of new and/or modified business processes related to scanning and document management
• Monitor and collect customer contact data;
• Prepare statistical information to aid the customer-centric strategic decision process;
• Respond to and assign customer inquiries within the enhanced customer service solution; and
• Track assignments to ensure timely responses.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Education Program Assistant 1, SG-14. The salary for candidates appointed to Education Trainee 1 starts at $41,634 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $62,806 based on annual performance advances.
