Duties Description Vacancies exist in the Career Mobility Office, Employment Records, and the Line Sections of the Staffing Services Division. Under the supervision of a Human Resources Specialist 2 Staffing, the incumbents of these positions will be responsible for, but not limited to the following, (dependent on the assignment):
Career Mobility Office
• Providing merit system guidance and career mobility assistance and strategies to State employees.
• Administering the reemployment system and assisting State employees with continuity of employment when impacted by workforce restructuring;
• Presenting in person workshops or remote webinars on relevant merit system topics for State employees; and
• Conducting information fairs to promote the Career Mobility Office’s services, and work with agencies and other stakeholders to develop and update career mobility resources.
Please note, this assignment requires continuous contact with State employees and agencies and requires public speaking and travel.
Employment Records Section
• Reviewing weekly appointment transactions in NYSTEP against the Eligible List Management System (ELMS), identifying and resolving issues as necessary to avoid certification issues and check holds.
• Assisting Civil Service and State Agency personnel staff with the appointment certification process.
• Providing appropriate training and guidance to Department, Business Services Center, and State Agency personnel staff relative to the proper use of the ELMS; and
• Responding to inquiries from List Eligible and State Agencies relative to Eligible’ list status, resolving issues as necessary.
Line Section
• Providing merit system advice and guidance to assigned State agencies via phone call, email, and in writing.
• Assisting agencies with the interpretation of Civil Service laws, rules, regulations and policies.
• Reviewing minimum qualifications, open competitive examination applications, and provide customer service to applicants, candidates and agencies.
• Monitoring, reviewing, and processing personnel transactions.
• Review, research and make recommendations on Department of Civil Service and Civil Service Commission matters.
Additional Comments NOTE ON TELECOMMUTING: DCS Employees are required to apply and obtain approval through management to telecommute according to DCS Telecommuting Pilot Program Guidelines.
