Minimum Qualifications Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Principal Sanitarian, Grade 23.

Provisional Promotion Candidates: Current New York State Department of Health employee with one or more years of permanent or contingent permanent competitive status as a Senior Sanitarian, Grade 18.

Public Candidates for Provisional Opportunity (Open Competitive Minimum Qualifications):

Either A. a bachelor's degree in the natural sciences (defined below) AND two years of experience in environmental health protection; Or B. a bachelor's degree, including 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND three years of experience in environmental health protection (defined below).

**Natural sciences that are considered appropriate are biology, chemistry, physics, and earth sciences (geology and hydrology).
***Applied sciences include science-based courses in environmental technology, sanitation technology, medical technology, public health, infection control, and food science.

Substitution: a master's degree in the natural or applied sciences may be substituted for up to one year of the required experience.

Experience in environmental health protection is defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the health of individuals and/or the public, such as in hospitals and long term care facilities.

Duties Description The Principal Sanitarian will implement environmental health programs in Saratoga, Warren, and Washington Counties. They will function as a supervisor over Sanitarian staff in the Glens Falls District Office.

The Principal Sanitarian will conduct environmental health inspections at restaurants, children's camps, hotels/motels, and temporary residences, as well as community, non-community, and non-transient non-community water systems. The Principal Sanitarian will also review operation reports; sample results and compliance schedules; respond to reports of possible contamination at regulated facilities; prepare inspection reports, corresponding with parties to cite deficiencies and inform operators of corrective actions; prepare and present enforcement actions; and provide technical assistance to facility owners/operators.

Additional Comments Full-time, permanent, or provisional appointment. Provisional opportunities are pending canvass outcome. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Travel to areas not served by public transportation may be required (30%).

If three or fewer New York State DOH promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as a Senior Sanitarian, Grade 18. Candidates applying under this qualification must not have either failed to pass, or failed (if qualified) to apply for, the last examination for this title, #38-170, held on September 29, 2018.
