Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as an Area Office Director, M-3 OR a Current NYS employee with one year of permanent or contingent-permanent service in a title at or above Grade 27 or M-2, and eligible for transfer via Section 52.6 of the Civil Service Law.

Preferred Qualifications: Clinical and/or surveillance experience and knowledge of State and Federal regulations applicable to Hospitals and Diagnostic and Treatment Centers. Familiarity with New York State facility licensure and surveillance activities and the New York State Certificate of Need (CON) process. Strong written, oral, problem solving and interpersonal communication skills. Experience using Microsoft Office products such as Access, Word and Excel and familiarity with the federal ASPEN software and the Department’s licensure databases (NYSECON and HFIS).

Duties Description The Area Office Director (AOD) is responsible for state and federal surveillance and licensure/certification activities at hospitals and licensed diagnostic and treatment centers including ambulatory surgery centers, primary care clinics and dialysis centers in the Buffalo and Rochester offices and surrounding area. Duties include scheduling surveys of providers to meet State and Federal requirements, assigning staff to investigative teams, and ensuring that all surveys and investigative activities comply with department policies and procedures. The AOD will also develop and implement regional program policies, procedures, and guidelines, monitor for compliance with State and Federal regulations, and conduct periodic evaluations of program activities that includes drafting reports for regional and Central Office directors. The incumbent will also plan and direct responses to emergencies and public health outbreaks, including working cooperatively with other state agencies and serving as the Administrator on Duty to handle off-hour and weekend emergencies. The AOD will supervise program staff, provide training, complete performance evaluations, and participate in the review of grievances and disciplinary actions. In addition, the incumbent will represent the State with outside organizations, including developing and maintaining effective relationships with health care providers, other state agencies, and Centers for Medicare and Medicaid Services (CMS). The AOD must have the ability to travel to participate in and/or supervise on-site surveys or attend meetings. COVID-19 vaccination is a condition of employment for this position.

Additional Comments This Western Regional Office is located in Rochester and Buffalo. This position requires significant travel including to areas that may not be serviced by public transportation. Permanent or Provisional Pending Exam. Provisional candidates will need to take and pass the next holding of the Area Office Director Exam.
