Minimum Qualifications "Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse HNSA under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).
Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND six years of public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care and three years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.
Preferred Qualifications: The preferred candidate will have strong interpersonal, written and verbal communication, observation and interviewing skills, and have experience supervising surveillance and investigative activities. In addition, this candidate would be self-motivated, able to provide and receive direction, and effectively participate on an interdisciplinary management team. Preferred candidate would also have experience working in a long term care medical facility in a supervisory capacity, have excellent writing and editing skills, have conducted quality assurance reviews in a long term care program, and have experience providing training to staff.
Duties Description The Consultant Nurse will serve as a Nursing Home supervisor in the capacity of a Quality Assurance Manager to plan and implement survey scheduling; oversee and perform quality assurance/improvement activities; review Statements of Deficiencies (SODs) and Plans of Correction (POCs) to assure the documents are prepared in accordance with state and federal performance standards; provide direction/guidance to survey teams regarding the survey process; supervise designated program staff; identify staff training needs; and provide appropriate interpretation and application of federal and state regulations and statutes to inquiring providers. Additionally, the Consultant Nurse may function as the Assistant Program Director.
Additional Comments Candidates for Nursing Home Surveillance positions must pass SMQT(Surveyor Minimal Qualifications Test) within first year of employment, if they have not passed it already. Training will be provided prior to scheduling of examination. This position requires proof of vaccination against COVID-19. This position requires travel including to locations that may not be serviced by public transportation.

**Posted salary range includes the statutory hiring rate and job rate for PS&T Grade 24 ($83,550 - $105,472) and an additional Geographic Pay Differential of $20,000
