Minimum Qualifications "Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title G-16 or higher amd eligible for transfer under section 70.1 or 70.4 of the Civil Service Law.

Public Candidates for Provisional Opportunity (Open Competitive Minimum Qualifications): A bachelor's degree in any area AND two years of professional administrative or professional clinical experience in one or more of the following areas:

Either 1. professional administrative experience related to regulatory activities which include medical or programmatic review, audit, and/or regulatory activities observing and evaluating patient or resident care in a health care facility regulated by a govermental agency. Provision of direct care services are not qualifying:
Or 2. oversight or coordination of regulatory compliance and/or quality assurance activities in a health care delivery system;
Or 3. participating in the development or implementation of state or federal regulations that govern the provision of healthcare;
Or 4. supervision of clinical staff who provide health related services in a health care facility regulated by a governmental agency;
Or 5. evaluating the quality of health care provided to individuals to ensure that professional standards of practice are met and health related services comply with governmental regulations.

*A master's degree in public health, health policy and management, health care administration, hospital administration, health care finance, social work, nutrition, or physical therapy may substitute for one year of experience. You must clearly indicate how you meet the remaining one year of required experience.

**General administrative experience in personnel, budgeting, purchasing, security, or maintenance is NOT qualifying. Experience in a physician’s office, correctional facility, or school setting is NOT qualifying.

***Qualifying health care or medical settings include: facility or entity licensed or regulated by a state government entity; facility for the mentally disabled as defined by New York State Mental Hygiene Law; heath care facility under the jurisdiction of the federal government (e.g., VA/military hospitals); or agency involved in the regulation or accreditation of health care facilities or agencies (e.g., state departments of health, HCFA, JCAHO.)

Preferred Qualifications: Knowledge of long-term care related services and supports. Strong analytical and communication skills, both written and verbal. The ability to think creatively and strategically. The ability to work independently, as well as in a team environment. An understanding of housing needs and resources in NYS. Knowledge of Medicaid Waiver programs and criteria. Excellent organizational skills with the ability to prioritize multiple assignments. An understanding of 1915(c) Medicaid Waiver Programs. Proficient in the use of standard office technology and basic Microsoft applications. Knowledge of eMedNY and analysis of claims data. The capability to travel within NYS as needed.

Duties Description This position is located in the Office of Aging and Long Term Care's Bureau of Community Integration and Alzheimer’s Disease (BCIAD). The Money Follows the Person (MFP) Program is a federal rebalancing initiative sponsored by the Centers for Medicare and Medicaid Services (CMS) to support services for individuals transitioning from long term care facilities to community placement and/or assist individuals to avoid institutional placement. MFP seeks to transition individuals from costly institutional care to more cost-effective home and community-based services. The program is responsible for oversight of a variety of services and activities with a focus on transition planning, community preparedness education, information and referral. The incumbent will be a member of the MFP Unit team and participate in activities associated with the Open Doors Program, TRAID Center Network, Person Centered Planning Training, and Quality of Life reporting. The incumbent will oversee contracts responsible for the provision of these services. These contractors utilize strong community relationships and have a robust media presence to promote and connect service recipients to needed services. The incumbent will establish and monitor performance standards for contracted services and collect data for trends, improvements and deficiencies, collect data and complete reports necessary to meet federal requirements. This position also involves liaison roles with other key function areas in DOH, NYSOFA, OPWDD, DLTC and OHIP. The incumbent will prepare reports and present program data for Bureau leadership, professionals and stakeholders related to current issues and trends in the field. The incumbent will assist in serving as a point of contact for other state and federal agencies and the public as needed.

Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
