Minimum Qualifications "Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 4, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-23 and deemed eligible for transfer to Health Systems Specialist 4, G-25 under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Consultant Nurses, Principal Sanitarian, Health Program Administrator 1, Standards Compliance Analyst 2.
Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant (Home Health Services), Consultant Nurse (Hospital Nursing Services Administration), Consultant Nurse (Community Nursing and Home Health Services), Health Systems Specialist 3, Health Systems Specialist 3 (Emergency Medical Care), Hospital Nursing Services Consultant, Principal Sanitarian, Regional Medical Care Administrator, or Senior Nutrition Services Consultant, AND sat for exam 38-516, held October 16, 2021.
Preferred Qualifications: The preferred candidate will have 3 years experience working in or surveillance of licensed facilities or like healthcare entities, with at least 2 years as a supervisor or administrator; have strong interpersonal, written and verbal communication, observation and interviewing skills. The preferred candidate would be self-motivated, able to provide and receive direction, and effectively participate on an interdisciplinary management team.
Duties Description The HSS4 serve as an Adult Care facility Program supervisor to plan and implement survey scheduling; provide direction/guidance to survey teams regarding the survey process; supervise designated program staff; oversee and perform quality assurance/improvement activities; review Statements of Deficiencies (SODs) and Plans of Correction (POCs) to assure the documents are prepared in accordance with state performance standards; identify staff training needs; and provide appropriate interpretation and application of federal and state regulations and statutes to inquiring providers as well as conduct surveillance activities. Additionally, the HSS4 may function as the Assistant Program Director.
Additional Comments This position will at times require long distance and overnight travel including to locations not serviced by public transportation.
