Minimum Qualifications Bachelor’s degree in epidemiology, public health, biology, infection control, statistics/biostatistics, biomedical science, environmental health, environmental science or a closely related degree and four years of post degree professional scientific research experience; or a Master’s degree in one of the above mentioned fields and three years of post-degree professional scientific research; or a Doctorate in one of the above mentioned fields and one year of poat degree professional scientific research.

Preferred Qualifications: Preference will be given to applicants who also have, in addition to the required number of years of experience with all phases of professional scientific research, experiernce in population health and health outcomes surveillance, and evaluation of complex health programs and initiatives. The applicants should have familiarity with program evaluation metrics used in prevention programs across various subject matters, primary care services, and public insurance programs. Experience with data collection, management, analyzing and reporting from community sources. Preference will be given to applicants with strong experience in data driven programming and public health practice. Strong analytic skills including interpretation of results and data analytic outputs to convey information to a variety of audiences is preferred. The applicant should be proficient in Microsoft Office products, including Word, Excel and PowerPoint. Experience with visualization techniques to maximize understanding by users of data is a plus. The applicant must be able to work independently and have outstanding written and oral communication skills. Demonstrated ability to coordinate assignments with multiple Department of Health offices and build working partnerships is preferred.

Duties Description The Research Scientist 3 in the Office of Public Health Practice will assist with planning, implementation, monitoring and evaluation of the NYS Prevention Agenda, the state health improvement plan. Lead the collaborative process with 100+ participating stakeholder organizations statewide to review and revise the Prevention Agenda for a 2024 launch. This includes a comprehensive health assessment at the state and community level to define the current public health priorities using multiple data and information sources. Develop instructions/guidance to local health departments (LHDs) and non-profit hospitals to use in completing their mandated community health improvement plans and updates and adapt as needed. Develop and implement the strategy for providing technical assistance to LHDs and hospitals and connecting them with resources especially related to evaluation, equity and performance measures. Track, coordinate review, and analyze (qualitative and quantitative) comprehensive plans and updates. Maintain public webpage, partner document repositories such as SharePoint/Health Commerce and other tracking and communication tools. Serve as liaison with NYS Agencies including the Office of Mental Health (OMH), Office of Addiction Supports and Services (OASAS), Office of Children and Family Services (OCFS) and State Education Department (SED). Participate in relevant workgroups including Health Equity, Social Determinants of Health, PHHPC/CON and Health Across All Policies.

Additional Comments The Office of Public Health Practice (OPHP) provides technical, fiscal and administrative support to the state’s 58 local health departments (LHDs); makes public health information useful, timely and accessible to state and local partners, leads the New York State Prevention Agenda, the state’s health improvement plan and the Health Across All Policies and Healthy Aging initiative; works to strengthen the role of hospitals in community health improvement efforts, oversees the Public Health Corps and strengthens the skills of the state and local public health workforce; manages the agency-wide accreditation effort, and coordinates informatics initiatives for OPH.

Permanent, full-time, non-competitive appointment. Routine travel, including occasional overnight travel and travel to areas which may not be served by public transportation, is required. (~20%).
