Minimum Qualifications Education level required: J.D. or LLB from an accredited law school; Admission to New York State Bar.

Experience required: Minimum of 5 years of legal experience or relevant state government legal experience.

Knowledge preferred: Litigation, familiarity with administrative hearings and the New York State Administrative Procedure Act (SAPA.)

Duties Description BASIC FUNCTION:
Responsible for representing the New York State Division of Minority and Women’s Business Development (DMWBD) in administrative law appeal hearings and written appeals. Will provide general support to DMWBD and the ESD Legal Department as needed.

WORK PERFORMED:
• Serve as legal counsel to the New York State Division of Minority and Women’s Business Development (DMWBD) with respect to administrative law appeal hearings and written appeals.
o Duties would include responding to written appeals, participating in pre-hearing conferences, settlement conferences, drafting final orders, representing DMWBD as well as other tasks related to adjudication of administrative appeals as required.
o Provide assistance to DMWBD and Empire State Development at the direction of the General Counsel or Deputy General Counsel as needed.

• Drafts legislation and regulations as necessary.

Additional Comments Position expected to work onsite and/or remote consistent with NYS and ESD guidelines and needs.
