Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse-HNSA, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse-HNSA under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).
Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND six (6) years of public health, community health, or other nursing experience in an appropriate facility setting. Three (3) years of this experience must have been providing direct patient care and three (3) years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator."
Preferred Qualifications:
Direct clinical service experience; experience providing direct clinical services to maternal and/or pediatric patient population(s)
Demonstrated writing and research skills
Medicaid/Medicaid Managed Care experience or experience providing direct services to Medicaid/Medicaid Managed Care Members.
Duties Description The Consultant Nurse (CN) is an essential member of the policy unit within the Bureau of Maternal and Child Policy, Division of Program Development and Management, Office of Health Insurance Programs. The CN will serve as a subject matter expert to the bureau on maternal and/or pediatric health services, clinical processes, and evidence-based care. Responsibilities will include:
• Establish and coordinate resources for maternal and child health Medicaid policy and program standards, guidelines, or protocols
• Present information to and facilitate communication with the provider community and other key stakeholders
• Interpret and apply New York Public Health Law, New York Codes, Rules, and Regulations, and other State and federal guidelines. Maintain and update technical guidance documents, policies, manuals, and procedures in accordance with current laws, regulations, guidelines, standards, and best practices, to include bi-annual review and updating of the Medicaid Perinatal Care Standards.
• Develop and implement quality assurance, monitoring, best practices, and performance improvement measures, and implement systems to collect, record, and maintain accessible data for the maternal population.
• Participate in the evaluation of the efficiency and impact of Medicaid pilots and programs, including data collection, review of findings, analysis, and interpretation.
• Apply population health principles to inform Medicaid policy and strategies based upon assessments of at-risk populations and documented disparities.
• Review current literature for evidence-based or evidence-informed practice and strategies to address maternal and pediatric population health issues.
The CN will report directly to the Maternal and Child Health Policy Unit Director and will support all policy and program initiatives across the Bureau. This position may include providing supervision of staff.
Additional Comments Geographic Adjustment of $20,000 will be added to the salary.
