Minimum Qualifications "*Provisional: bachelor's degree in the natural sciences including or supplemented by 24 college semester credits in chemistry, plus four years of experience performing chemical, physical, microbiological, and/or microscopical analysis of environmental samples; one year of which must have included experience administering a quality assurance/quality control program for a laboratory to a national standard.
*Selected candidates will be required to take and pass anappropriate Civil Service examination after appointment and beimmediately reachable from the resulting eligible list.
Substitution: one year of experience as a technical director, manager, or supervisor for a laboratory accredited to a national standard may be substituted for the quality assurance/quality control program experience. "
Preferred Qualifications: Knowledge of Federal and State environmental laboratory methods, standards, quality assurance, audits, and applicable laws and regulations, including but not limited to US EPA methods; ISO 17025; the NELAC Institute 2003, 2009, and 2016 standard; Clean Water Act; Safe Drinking Water Act; Subpart 55-2; ELAP certification manual; and 40 CFR 136 and 141. Ability to apply knowledge from laboratory settings to regulatory enforcement and compliance activities. Two additional years relevant experience. Ability to work independently as well as excellent written and verbal communication skills.
Duties Description Environmental Laboratory Consultants (ELC) inspect laboratories performing environmental analysis in the following matrices: soil and hazardous waste; air and emissions; drinking water and non-potable water; evaluate the performance of environmental laboratories; document findings; perform follow-up activities; and investigate alleged violations and reported incidents. The incumbent will provide consulting services to assist laboratories in improving quality systems, methodologies and procedures, and periodically assist with program development and proficiency test history review.
Additional Comments Dependent upon the initial assignment or subsequent reassignment of this position satisfactory background checks may be required. Additionally, exposure to potentially hazardous substances may be involved with this position; the selected candidate may be required to wear personal protective clothing and equipment, and may undergo pre-employment and/or periodic health evaluations and receive specific immunizations.
Eligible candidates must possess a valid license to operate a motor vehicle in New York State as well as a passport or appropriate Department of Motor Vehicle documentation for both domestic and international air travel at the time of appointment and continuously thereafter.
