Minimum Qualifications PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Revitalization Specialist 2 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Revitalization Specialist 2 exam and be reachable for appointment from the newly established eligible list. The minimum qualifications for Provisional appointment are:

Promotion: one year of permanent competitive service as a Revitalization Specialist 1.

Open Competitive: bachelor’s degree and four years of experience* which must include preparing and implementing community revitalization plans, land use plans, economic development programs, and/or redevelopment plans for areas affected by brownfields, vacant land, abandoned sites or urban areas; AND managing community, economic, and/or real estate development projects including securing financing, developing requests for proposals, negotiating, managing, monitoring and reviewing contracts.

Substitution: A masters or higher degree in one of the following majors may substitute for one year of experience: community and economic development, economics, environmental science, environmental planning/design, environmental studies, land use planning, political science, public administration, public finance, public policy, real estate development, regional planning, urban planning or urban studies.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Please provide a copy of your letter of eligibility with your response.

Duties Description The Revitalization Specialist 2 duties will include but are not limited to the following:

• Direct community revitalization programs such as Brownfield Opportunity Area, Downtown Revitalization Initiative, New York Forward, Smart Growth Community Planning and Equitable Transit-Oriented Development programs.
• Recommend policy, legislative, and programmatic initiatives related to community revitalization, brownfield redevelopment, smart growth, and environmental justice.
• Develop policy recommendations, operational plans for new programs, and deepen coordination with the Regional Economic Development Councils (REDC), sister-agency regional directors, and other players with the goal of improving program delivery and developing new opportunities to benefit NY communities.
• Analyze proposed State and federal legislation, regulations and programs related to community revitalization, brownfield redevelopment, smart growth, and environmental justice.
• Develop and implement performance measurement programs and monitor performance on projects to evaluate the quality and effectiveness of community revitalization and smarts growth programs.
• Direct public outreach programs for community revitalization and smarts growth programs.
• Work with multi-agency team to implement community revitalization programs, including selection and management of consultants, planning assistance to municipalities, project identification and selection, and project contracting and grant administration.
• Prepare and make presentations about DOS initiatives at stakeholder conferences and other public events.
• Supervise Revitalization Specialist 1’s and other subordinate staff on project or team basis to ensure effective program development, service delivery and administrative operations.
