Minimum Qualifications Permanent Transfer: Current DOH employee with permanent or contingent-permanent status as a Community Health Program Manager 1, M-2 OR current NYS employee with one year or more permanent or contingent permanent competitive service at or above a SG-25 or M-1 and eligible to transfer under Section 52.6 of the Civil Service Law. Provisional: A bachelor's degree AND five years professional public health experience in a governmental public health agency or public health program* that receives funding from a public health governmental agency. Of the five years required experience, two years must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures. The required professional experience must include either: Designing or implementing a public health outreach, promotion, or disease prevention program; OR Conducting disease surveillance or a disease control program. * For the purposes of this recruitment, a public health program focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies.


Preferred Qualifications:

Experience with and/or working knowledge of reproductive healthcare, abortion access, and reproductive justice issues. Experience in convening and facilitating stakeholder groups to address issues on reproductive health. Experience working directly with people from diverse racial, ethnic and historically marginalized groups, and knowledge of the concepts of institutional and structural racism and its impact on health care delivery to underserved and underrepresented communities. Experience in program oversight, policy development, regulatory development, assessing quality and conduct evaluation using data, and working as part of a multidisciplinary team with diverse internal and external stakeholders. At least three years of experience supervising professional staff. Experience working with local, state, and federal agencies, advisory bodies, and other stakeholders including advocacy groups, clinical providers and professional organizations with excellent communication, analytical and organizational skills, and the ability to collaborate and coordinate activities across multiple organizational units. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, Outlook, etc).

Duties Description The Bureau of Women, Infants and Adolescent Health (BWIAH) is recruiting for a Community Health Program Manager 1 (CHPM 1) to serve as the Assistant Director of Reproductive Health who will provide programmatic and administrative oversight of reproductive health programs including the Comprehensive Family Planning and Reproductive Health Program (CFPP) and the Expanding Safe and Supportive Medical/Procedural Abortion Access Program (ESSMAAP). The CHPM 1 will work directly with Bureau leadership on management of reproductive health initiatives including maintaining partnerships with others who provide reproductive health and abortion access services in New York State to coordinate outreach, referral, assessment, and services. The CHPM 1 will also work collaboratively with internal and external stakeholders to develop educational and training opportunities for both providers and consumers of reproductive health care. The CHPM 1 will supervise professional staff in the reproductive health units.

Additional Comments Full-time, permanent or provisional, competitive position. Occasional travel, including to areas that may not be served by public transportation may be required (5%). Transfer candidates may be asked for their SS# to verify eligibility. Candidates appointed on a provisional basis will be required to take the next holding of the Community Health Program Manager 1, M-2 Civil Service examination when it is held, and be eligible for immediate appointment off of the resulting eligible list in order to maintain employment.
