Section 70.4 Transfer to Education Credentials Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Credentials Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list, or the Professional Career Opportunities (PCO) Select Job Titles.
Section 70.4 Transfer to Education Credentials Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Credentials Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have standing on the Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list, or the Professional Career Opportunities (PCO) Select Job Titles AND possess either:
- A Bachelor’s degree and fifteen credit hours in education AND one year of experience in human resources developing job standards and/or assessing applicant qualifications or in a position evaluating educational or professional credentials of individuals or institutions; OR
- A Bachelor’s degree AND two years of professional experience evaluating educational or professional credentials for individuals or institutions.
55 b/c Appointment: These positions are eligible for 55b/c designation and are subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
Duties Description The New York State Education Department’s (SED) Office of the Professions is seeking candidates for three (3) Education Credentials Specialist 1 positions in the Bureau of Comparative Education. The Bureau of Comparative Education assists the Board of Regents and the Department in the educational review of licensure applicants in the 50+ professions governed under Title 8 of Education Law. Under the general direction of an Education Credentials Specialist 2, the duties of these positions include, but are not limited to, the following:
• Assist with the evaluation of pre-professional and professional education and training, exercise independent judgment and make a final determination in less complex cases;
• Analyze credentials received in support of applicants and make judgments regarding authenticity;
• Analyze and review professional licensing procedures, licensure application materials, and proposed regulations and legislation as they relate to the Office’s function;
• Research and report on Comparative Education matters while maintaining professional relationships with other comparative educational systems and organizations; and
• Advise other state, national, and non-governmental agencies, as well as individuals, concerning established policies, practices and procedures of the Office.
Additional Comments CONDITIONS OF EMPLOYMENT: These will be contingent permanent appointments. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates at the time of interview.
These positions may be filled as traineeships. The salary above applies to candidates appointed to Education Credentials Specialist 1, SG-18. The hiring rate for candidates appointed to Education Credentials Specialist Trainee 1 starts at $46,529 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
*Leads to a maximum salary of $77,912 based on annual performance advances.
