Minimum Qualifications Transfer: Current New York State employee with one year or more of contingent-permanent or permanent competitive service in a title at or above Grade 27/M-2, and eligible for transfer under Section 52.6 of the Civil Service Law.

Provisional Opportunity Open to the Public: bachelor's degree AND six years professional* public health experience in a governmental public health agency or public health program that receives funding from a public health governmental agency. Of the six years of required experience, two years must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures.

*The required professional experience must include either: designing or implementing a public health outreach, promotion, or disease prevention program; OR conducting disease surveillance or a disease control program.

For the purposes of this recruitment, a public health program focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies.

Examples of non-qualifying experience include, but are not limited to: providing clinical care in therapeutic health care facilities including public hospitals, physician's offices, supervised community-based settings or home care settings; discharge planning or utilization review; developing treatment plans for patients in community settings; regulatory oversight of health care providers to determine compliance with laws, rules or regulations; reviewing appropriateness of services for insurance companies, Medicare, Medicaid, governmental agencies or other third-party payors; or other experience limited to administrative support of public health programs such as operations management, personnel, staff development, fiscal administration, contract/grant management, budgeting or health care finance is not considered qualifying, nor is the provision of medical services to a fixed population.

Preferred Qualifications: The preferred candidate would have professional work experience in the oversight of a large, multi-faceted nutrition program with a strong understanding of public health, and state and federal government management processes. Excellent oral and written communication skills are critical. Must be able to work independently and as part of a team, and handle multiple priorities.

Duties Description The Bureau of Supplemental Food Programs (BSFP) implements the NYS Special Supplemental Nutrition Program for Women, Infants and Children (WIC) which provides breastfeeding support, nutrition counseling, health education, health care referrals, referrals to other services, and nutritious foods to approximately 390,000 women, infants and children each month through 88 local providers (hospitals, local health departments and community-based organizations) at approximately 400 service sites. The fundamental purpose of WIC is to ensure the health and well-being of income eligible families with young children. WIC provides individually tailored food prescriptions issued to each participant for specific foods that meet strict nutrition requirements. These food benefits, valued at nearly $400 million annually, can be redeemed at approximately 2,800 authorized retail food vendors across the state.

The BSFP is comprised of five functional sections in the central office, plus three regional offices. The Bureau has 179 federally funded positions. The Community Health Program Manager 2 (CHPM 2) will function as one of two Assistant Bureau Directors and will provide leadership and direction to staff responsible for developing, implementing, and monitoring nutrition policy; outreach; WIC program quality standards; regional office and local agency training; program communication and education.

The CHPM 2 will assess the implementation of WIC policies, services, programs, data sources, informational literature, planning, and/or development of regional public health programs implemented by the Bureau of Supplemental Food Programs, including recommending modifications or changes based on the need of the target population. This position will oversee staff efforts in providing consultation and assistance to local health departments, providers, community partners, and others funded and/or regulated by the State. Additionally, the CHPM 2 will provide support in ongoing nutrition research and evaluation both within the Department, in conjunction with other research institutes, and as part of federal data surveillance activities. The CHPM 2 will ensure that program standards meet appropriate standards of care, and federal and State requirements, laws, and regulations. The CHPM 2 will also provide direct oversight and supervision of professional staff. This includes the management of human resource needs of the program, through mentorship and training of staff to ensure appropriate succession planning.

If appointed provisionally, the selected candidate must take the next Community Health Program Manager 2, M-3, Civil Service examination, and be immediately appointable from the resulting eligible list in order to maintain employment.
