Minimum Qualifications Bachelor’s degree and six years of full-time experience in the area of workforce development, adult and continuing education, training or closely related field. Three years of the experience must have been at a supervisory level; or one year of the experience must have been at a managerial level.
Preferred Qualifications: Must have demonstrated experience in leading and managing program contracts as well as developing and implementing marketing and communication plans and material; demonstrated experience in health care policy development; experience in supervision and team-based management and experience managing a diverse group of projects and staff; demonstrated in-depth and current knowledge of state education, health care workforce development goals, initiatives, and resources; excellent analytical, organizational, and planning skills with an ability to prioritize drive and complete multiple projects under stringent deadlines, and to respond to changing priorities is essential; excellent problem-solving skills; excellent interpersonal, influencing, written and oral communication skills essential; and demonstrated ability to build relationships with staff in the health care industry.
Duties Description Duties: Reporting to the Director and Deputy Director of the Center for Health Care Policy and Resource Development within the Office of Primary Care and Health Systems Management, and working closely with the Office of Aging and Long Term Care, provide visionary and leadership to direct DOH on health care workforce strategy.
Oversee the development of new policies, programs and research related to the development of New York State’s health care workforce, particularly in underserved communities and settings;
Direct, manage, and oversee the Grants and Contracts Unit and the Research and Data Unit in the Workforce Innovation Center;
Oversee the design, implementation, and evaluation and monitoring of new programs related to the growth and support of New York State’s health care workforce, including the to-be-implemented Workforce Hub online portal;
Provide assistance on workforce innovation for activities under other State initiatives;
Build and maintain relationships with internal and external stakeholders, and serve as liaison to other Department programs (including the Office of Aging and Long Term Care), other State agencies with workforce initiatives, health care organizations, external parties and other governmental entities pertaining to health care workforce innovation;
Research and stay up to date on best practices and approaches implemented in organizations in NYS and other states
Work with all stakeholders to design and implement new workforce models;
Oversee preparation of the annual expenditure plans, monitor expenditures, manage staff, and develop and coordinate internal controls;
Oversee and monitor the Workforce Innovation Center’s organizational effectiveness through ongoing engagement in strategic planning, performance management, and performance measurement activities.
Work closely with the press office, web team and other agencies to ensure information is publicized and clearly communicated on the website where applicable.
Oversee development of a program budget and identify additional hiring needs as they arise.
Maintain a working knowledge of the health care industry and workforce development trends and make recommendations for continuous improvement.
Represent DOH as lead of health care workforce development strategy.
