Minimum Qualifications 70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a position allocated to Grade 11 or higher and eligible for transfer and determined to be similar by Civil Service.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a position allocated to Grade 13 or higher and eligible for transfer and determined to be administrative by Civil Service.
70.4 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a position allocated to Grade 11 or higher, and a passing score on either the PATT or PCO examinations and meet the open-competitive qualifications of the exam if applicable.
NOTE: Candidates must not have failed the most recent examinations for this title. Appointments are made at the trainee level.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Please provide a copy of your letter of eligibility with your response. You must meet the open competitive qualifications from the most recent examination announcement.

PREFERRED QUALIFICATIONS
• Ability to work independently in a fast-paced, high productivity environment and effectively in a team environment
• Experience in Customer Service
• Working knowledge of Human Resources Systems such as HRIS, HCM, NYSTEP, and PayServ
• Experience with Microsoft Office including Word, Excel, and PowerPoint
Duties Description The Department of State’s Bureau of Human Resources Management is responsible for a full range of human resource management activities in support of a diverse mix of statewide programs. Successful candidates must also work effectively as part of a team in addressing human resource management issues. Human Resources Specialist serve as generalists in the administration of the agency’s human resources management program.
The duties of the Human Resource Specialist 1/Trainee will include but are not limited to the following:
• Work with Divisions to identify staffing needs and solutions for hard-to-fill positions.
• Confer with agency program managers and Department of Civil Service representatives on possible actions to meet specific recruitment needs.
• Complete position recruitment process including but not limited to preparing and posting job vacancies, reviewing applicant results and determining eligibility, canvass appropriate eligible lists, and reviewing hiring packets.
• Work with Divisions and provide assistance concerning appointments, promotions and transfers.
• Assist applicants with eligibility, transfer, and appointment inquires.
• Review organizational relationships and the impact of changing programs on existing positions and organizational structures.
• Develop and/or review requests for classifications.
• Assist in developing and maintaining the agency’s examination process.
• Prepare routine HR reports and correspondence with Executive, Division Managers, Customers, etc.
