Salary RangeFrom $120117 to $146225 Annually
Minimum Qualifications • Eleven (11) years of experience as a project and/or program manager on complex information technology projects involving multi-entity project teams and multi-million-dollar budgets, including managing requirements analysis, design, development, testing, and implementation activities as well as project management activities across multiple releases. At least two years of this experience must have been at a managerial level.
• A Bachelor’s degree in Information Technology, project management/administration, communications, or a related field and seven (7) years of experience as a project and/or program manager on complex information technology projects involving multi-entity project teams and multi-million-dollar budgets, including managing requirements analysis, design, development, testing, and implementation activities as well as project management activities across multiple releases. At least two years of this experience must have been at a managerial level. A Master’s degree may substitute as an additional year of experience.
Preferred Qualifications:
• Five or more years of experience implementing projects utilizing industry standard system life cycle methodologies including iterative project planning, design, development.
• Two or more years of experience managing project resources on blended teams with New York State and/or New York City resources.
• One or more years of experience with technology delivery and/or capabilities for human/social services applicants and recipients.
• Well-organized, structured, and detail-oriented with an ability to operate in an environment with multiple and diverse stakeholders and handle challenging organizational issues.
• Knowledge of, and experience with, Systems Development Lifecycle (SDLC) methods such as waterfall, Rational Unified Process (RUP), and Agile, Scrum, etc.
• Project Management Professional (PMP) certification.
• Strong verbal and written communication skills, with an ability to express complex information and concepts to stakeholders, technical staff, consultants/contractors and end users.
Duties Description Under the direction of the IES Project Management Deputy Director, the Senior Project Manager will be responsible for initiation, planning, execution, and closeout of projects and programs related to the mission and objectives of the Integrated Eligibility System. They will provide leadership and oversight to other IES project managers and execute on the overall mission and vision of the IES program from a project management perspective.
Duties include, but are not limited to the following:
• Define and manage project scope, schedule, and budget, managing variances, and providing implementation alternatives to mitigate project risk related to scope, schedule, and budget;
• Manage all aspects of the project including risk, issues, communication plan, decisions, actions, and project interdependencies;
• Oversee project teams following an iterative systems development life cycle including business requirements definition, technical design, code development, system testing including unit, system, performance, etc., deployment and rollout including training and pilot implementations;
• Identify, assess, and mitigate project risks across the project stakeholder community;
• Manage resources in a matrix management organization and collaborate with senior management on resource allocations based on project priorities;
• Lead project groups within the IES Program and across stakeholder groups;
• Lead meetings clarifying business and technical requirements and decision making;
• Collaborate with project stakeholders including project team members, state agencies, and Social Service Districts ensuring project objectives are understood and roles and responsibilities are well defined;
• Oversee and coordinate Systems Integration vendor implementations including scope and methodology adherence, resource management, vendor management, deliverable review and approvals, and progress reporting;
• Report out to IES Project Management Deputy Director, providing regular project status reports to IES Program Director, Project Sponsors, Steering Committees, and other governance bodies;
• Perform the full range of supervisory responsibilities.
Additional Comments Salary will be commensurate with experience.
