Minimum Qualifications "Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent service in a title at or above Grade 27 or M-2, and deemed eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.
Provisional Promotion Candidates: Current NYS DOH employee with one year of more of permanent or contingent-permanent competitive or 55 b/c service as as a Health Program Administrator 3, or in a position allocated to salary grade 27 or higher."
Preferred Qualifications:
Strong organizational and writing skills. Knowledge of the legislative, budget and human resource management processes. Ability to engage and direct communications with a wide array of internal and external stakeholders.
Duties Description This position is an essential policy position with duties that cross departments, bureaus, State agencies and multiple initiatives within the scope of OALTC. The person who fills this position must have a working knowledge and experience in programs and processes that encompass the provision of long-term care services and supports. This position requires the ability to write clearly, synthesize concepts and put forward recommendations to leadership within the Department and OALTC. The incumbent must be able to identify the data needed to put forward sound recommendations for consideration and communicate clearly to leadership the action steps, messaging and conceptual framework for the policies. This position will also assist in the recruitment, hiring and managing of current and prospective Center staff. The incumbent must have strong supervisory and forward- thinking skill sets and must be able to meet deadlines and manage competing priorities.
