Minimum Qualifications • Bachelor’s Degree and six years of relevant experience. *
• Master’s Degree, preferred
• Experience with administering and managing public sector programs preferred.
• At least six years of experience supervising staff and managing programs.
• Excellent organizational, communication, writing, and presentation skills.
• Experience with developing budgets and preparing financial reports preferred.
• Ability to work effectively and interact with a diverse population.
• Ability to maintain confidentiality.
• Experience working in a labor-management setting preferred.
• Knowledge of Microsoft Office Suite.
• Occasional travel throughout New York State is required.
• A satisfactory equivalent combination of appropriate experience and education as determined by the NYS Office of Employee Relations.
*Substitutions: J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Duties Description Under the supervision of an Assistant Director with the Office of Employee Relations (OER), the Director of Work-Life Services (WLS) will oversee the day-to-day administration and operation of the Employee Assistance Program (EAP), Wellness Program, Network Child Care Centers, Pre-Retirement Planning Seminars, and other related programs under the WLS Unit.
Duties include, but are not limited to:
• Establish operational, financial, and programmatic goals and policies of the WLS programs including, wellness, Certified Employee Assistant Professionals (CEAP) credential, training, and grants.
• Develop long range plans consistent with the mission and vision of the WLS Unit, including fiscal expenditure plans for the Unit’s operation based on the established goals and policies in consultation with the WLS Advisory Board as appropriate.
• Provide leadership to WLS program and management staff throughout the State and manage and oversee the workflow and day to day operation of the programs.
• Evaluate employee performance and maintain optimum staffing levels to ensure effective delivery of services.
• Monitor and evaluate the operation of the WLS programs and projects and provide analysis and recommendations on a wide array of policy and program issues for consideration by the executive level.
• Prepare and provide progress reports on program activities and projects to both the union and management representatives and oversee the implementation of approved changes and strategic plans that encourage best practices and positive outcomes.
• Act as the liaison for WLS staff to the Assistant Director, who is management’s chief representative on the WLS Advisory Board.
• Oversee the financial operations of the WLS Unit and work with OER’s Division for Administration (DFA) in the management and reporting of expenditures of negotiated funds for programs and prepare and provide financial progress reports to the WLS Advisory Board.
• Review and grant approval for the selection of consultants and the awarding of contracts and oversee the evaluation of contracted services. Work closely with DFA to ensure that all government regulations are complied with and that all agreements between the State and the unions are met.
• Review and approve materials prior to publication and distribution.
• Implement and oversee special projects as assigned by the Assistant Director or requested by the WLS Advisory Board.
• Oversee ongoing external communications and establish and maintain relationships with WLS stakeholders, including union and management representatives serving on the WLS Advisory Board. Meet with local labor-management groups throughout the State to discuss and gather input about the goals and programs of the WLS Unit and report findings to the WLS Advisory Board as appropriate.
• Develop and prepare reports on activities related to assigned programs.
• Supervise professional and administrative staff.
