Minimum Qualifications Bachelor’s degree* and six years of information technology experience, including four years of information security or information assurance experience.
* Appropriate information security or information assurance experience may substitute for the bachelor’s degree on a year-for-year basis; an associate’s degree requires an additional two years of information technology, information security, or information assurance experience. Experience solely in information security or information assurance may substitute for the general information technology experience.
Preferred Qualifications:
• Demonstrated critical thinking, problem solving and analytical skills.
• Excellent oral and written communication skills including the ability to clearly articulate information technology and information security concepts to a varied audience to facilitate wide understanding.
• Demonstrated skill in facilitating meetings, listening, and negotiating between multiple stakeholders to drive results.
• Applicable information Security or specialized information technology certificate(s)
• Working knowledge of information technology design & Architecture including ensuring cybersecurity components and regulatory compliance.
Duties Description Under the direction of the Director of Information Security Engineering within the Chief Information Security \Office\Information Security Engineering Bureau, the incumbent will lead the ITS ISO Support Section. The incumbent will be the Senior Information Security Officer (SISO) supporting the security needs of ITS and its enterprise services. The position will provide direction and support to subordinate Information Security Officers within ITS ISO Support to enable effective delivery of security services to CTO and to support other teams within CISO. The incumbent will act as a member of the Chief Information Security Office Leadership Team, helping shape and implement the strategic vision for cyber security within NYS.
The position requires an incumbent to act with a great deal of independence in alignment with CTO and upper-level CISO management strategic direction. The position requires technical expertise in a broad range of areas to permit working directly with technical teams throughout ITS. The position requires communicating orally and in writing with various individuals including management, users, vendors, and other IT staff. The incumbent must be able to communicate clearly with subordinate staff regarding work priorities and performance. The incumbent will have to work with ITS teams and upper-level agency management to resolve technically complex and politically sensitive issues under pressure.
The position requires availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS.
Duties include, but are not limited to:
• Manages the team responsible for reviewing all requests that require technical CISO approval, such as firewall and network access control changes, directory policy changes, and security changes to shared systems.
• Coordinates vulnerability remediation and threat response to address critical vulnerabilities within enterprise network and shared services.
• Serves as an information security expert and evaluates systems and contract for alignment with agency and State information security policies for systems developed by CTO.
• Manages the teams responsible for regular meetings with CTO technical teams, to ensure that security is a consideration of the design and operation of CTO systems, in areas such as platforms, identity management, networking, and other shared services.
• Provide security reviews for ITS shared services and applications and collaborate with CTO groups to provide software architectural guidance, training, and support.
• Ensure that all communications, processes, and teams within Information Security Engineering are done in consideration of the operational concerns and workloads of peer teams throughout CISO and CTO, and that always staff maintain the collaborative attitude and open communications required to successfully carry out the mission of CISO and CTO.
• Monitors and stays aware of information security industry trends, tools, and techniques
• Performs additional duties as required.
