Minimum Qualifications Law degree and three years of experience as an attorney. Must be admitted to the New York State Bar.

Ideal candidates will have experience and familiarity with the New York State (NYS) Public Officers Law, specifically, Sections 73 and 74, as well as experience providing training and/or instruction, preferably related to ethics.

Duties Description The Assistant Counsel, NS=27, in the Department of Public Service’s Office of General Counsel (OGC), applies demonstrated abilities and experience beyond entry-level with increasing responsibility and complexity of work, commensurate with achievement and aptitude. This position will be under the direct supervision of both the General Counsel and the Secretary to the Commission with responsibilities related to functioning as the Department’s Ethics Officer and will perform duties relating to ethics compliance, including with NYS Public Officers Law, from a legal perspective that include, but are not limited to:
• Maintaining and updating ethics training and filing databases and the Department’s ethics policies.
• Providing ethics training for new and existing employees.
• Reviewing and approving outside activity requests and personal investments.
• Reviewing meeting and travel reimbursement requests.
• Reviewing invitations to events.
• Planning and conducting Ethics Week (annually).
• Reviewing and drafting recusal agreements.
• Submitting Agency affirmations and training compliance reports.
• Submitting notice of appearance forms and certifications.
• Advising Agency staff on questions regarding compliance with applicable ethics statutes, guidelines, and policies while seeking advice and opinions from the State Ethics Commission when appropriate.
• Writing the Ethical Compass for the Department’s newsletter.

Additional Comments Salary will be commensurate with experience. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
