Minimum Qualifications MINIMUM QUALIFICATIONS

Candidates reachable on the Civil Service Eligible list(s) will be canvassed. However, you may
also apply if you are eligible for appointment by one of the following qualifications:

REASSIGNMENT QUALIFICATIONS: Current New York State Department of Labor (DOL)
employee with at least one year of permanent, contingent-permanent or 55 b/c service as a
Chief Security Officer, if you have less than one year, you must be reachable on the
current eligible list for this location if one exists.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: To be eligible for NCP,
candidates must be in the Department of Labor promotion field and have one year or more of
permanent, contingent-permanent or 55 b/c service as a Senior Security Officer. In
accordance with Section 52.7 of the Civil Service Law if three or fewer qualified Department of
Labor employees in a Senior Security Officer title respond to this posting, Civil Service
may approve the permanent appointment of one of these qualified candidates without further
examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be
competitive.


70.1 TRANSFER QUALIFICATIONS: One year of permanent, contingent-permanent or 55 b/c
service as a Chief Security Officer, Grade 14.

PROVISIONAL QUALIFICATIONS: You must have:

Either 1. possession of a current Department of State Security Guard Photo ID or Security Guard Registration number issued by the New York State Department of State and three years of subsequent experience as a Security Guard which includes one year of experience supervising subordinate security staff. You must enter the registration number or ID number on your application;

Or 2. possession of current Department of State Security Guard Photo ID or Security Guard Registration number and three years of experience as a police officer or peace officer which includes one year of experience supervising subordinate law enforcement staff. You must enter the registration number or ID number on your application;

Or 3. possession of current Department of State Security Guard Photo ID or Security Guard Registration number and three years of active service in the United States military performing security duties at a base or vessel, which includes one year of experience supervising subordinate military staff, and an honorable discharge. You must enter the registration number or ID number on your application.

The appointed candidate would have to take, pass and be reachable on the next holding of the
examination to be appointed permanently.

PREFERRED QUALIFICATIONS: Ability to initiate and maintain relationships across a diverse set of stakeholders

Duties Description STANDARD DUTIES: The Chief Security Officer will plan and directs the security program for the Department of Labor. The incumbent will:

• Plans and directs a security program for an entire agency or manages a portion of a security program under direction from higher level security management.
• Provide technical direction and guidance in responding to security incidents and in resolving identified security risks
• Review staff schedules and ensures appropriate coverage to meet safety and security plans for each location managed
• Identify, develop and conduct training programs, and participates in the development of measures of successful job performance
• Confer with security staff and agency program managers on the effectiveness of the security program, and necessary improvements
• Maintain knowledge of applicable federal, State and local laws, rules and regulations and agency policies regarding security issues
• Coordinate response with external law enforcement, fire and emergency services personnel in responding to security and emergency incidents
• Testify in court regarding incidents involving department staff and clients and property. Prepare written documents detailing security plans for facilities under supervision and distributes to staff
• Distribute procedures, and trains staff on the use of electronic security surveillance systems
• Perform the full range of supervisory responsibilities such as interviewing and selecting State and contract staff, assigning work, and preparing probationary reports and performance reviews
• Assist with and support the functions of emergency management services.
