Minimum Qualifications Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. To qualify for transfer under Section 70.4 of Civil Service Law, candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher, a bachelor’s degree or higher in Correctional Studies, Criminal Justice, Criminal Science, Criminology, Forensics, Justice Studies, Law Enforcement, Public Justice, Sociology, or a related field AND a passing score on a current or previous PCO or PATT exam. Candidates eligible for 55b/c appointment with a bachelor’s degree or higher in one of the fields listed above are encouraged to apply
Duties Description The Criminal Justice Program Specialist 1 will report directly to the Criminal Justice Program Specialist 2 within the Office of Public Safety. The incumbent will review and approve police officer basic training programs, police officer instructor training programs, and other related programmatic functions. Duties shall include but not be limited to:
• Responsible for reviewing/approving curricula and certification for police officer basic training in accordance with state law and regulation.
• Provide technical assistance to police employers and regional training academies in the administration of police basic training courses.
• Conduct administrative visits and inspections of approved police basic training courses.
• Review and evaluate basic training curricula completed by a police officer in a jurisdiction outside New York for satisfaction of all or part of the requirements of an approved police basic training course imposed under section 209-q of the General Municipal Law.
• Responsible for the administration of the MPTC Police Officer Refresher Course. Develop and maintain procedural forms and administrative guides for police basic training courses.
• Responsible for reviewing/approving curricula and certification for police instructor training courses in accordance with state law and regulation.
• Provide technical assistance to police employers and regional training academies in the administration of police instructor training courses.
• Review and evaluate applications for persons seeking a waiver of the Instructor Development Course.
• Develop and maintain procedural forms and administrative guides for police instructor training courses.
• Responsible for the administration of the MPTC Pre-Employment Police Training Program.
• Provide technical assistance to approved schools and their directors on all matters related to pre-employment police basic training, including final approval of curriculum and school applications; approval and certification of instructors; maintenance of a school contact list and publication of that list on the DCJS website and conduct announced and unannounced site visits to schools for compliance verification.
• Develop and maintain procedural forms and administrative guide for the MPTC Pre-Employment Police Training Program.
• Facilitate special programs as administered by OPS including but not limited to the Police Officers Memorial and Governor’s Police Officer of the Year Awards.
• Up to 5% travel may be required.
Additional Comments This position may be filled as two-year traineeship leading to Criminal Justice Program Specialist 1, SG-18.
