Minimum Qualifications Eleven (11) years of professional level experience, five (5) of which must have included managerial, decision-making and/or oversight responsibilities for a major health-related program or in the direction of a major administrative function of a large health–related organization. A bachelor’s degree may be substituted for four (4) years of the general professional experience and a master’s degree in an appropriate field may be substituted for an additional year of that experience.

Preferred Qualifications: The candidate should have one or more of the following: experience leading and managing a large public health program or multiple programs which include distribution of multiple sources of funds in diverse community organizations; implementing and evaluating evidence based public health practice in maternal and child health, chronic disease prevention, nutrition, or communicable disease control; experience in policy development or program management to address public health or the social determinants of health; or experience managing the delivery of services in the community in a large clinical or community program. The candidate may have experience with Federal, State or Local governmental program administration, organizational management, budget, and legislative process. The candidate should have experience addressing issues pertaining to racism and health equity in public health, including experience working with marginalized communities, specifically communities of color or with intersectional identities that influence health and health outcomes. Candidates should have exceptional and demonstrated leadership, organizational, analytical, and written and verbal communication skills including presenting in public forms. Candidates may have a medical degree or doctorate-level degree in public health, public administration, or related field.

Duties Description The Health Program Director 3 will serve as the Director of the Center for Community Health and report to the Deputy Commissioner, Office of Public Health. The position provides leadership and overall policy and program direction for a diverse portfolio of public health programs and oversees the administrative management of nearly 900 staff and more than $1.6 billion of State-allocated and external funding.

The Director is responsible for four Divisions:
• Division of Chronic Disease Prevention
• Division of Epidemiology
• Division of Nutrition
• Division of Family Health

The Director develops and implements a strategic framework for a range of programs along the human life experience from birth to older adulthood, which seek to develop individual and community resilience, address chronic conditions and emerging health threats, ensure vital health resources are accessible equitably, engage communities and empower people to adopt healthy behaviors, collect and analyze data to inform development and implementation of health programs, and promote preventive strategies to avert adverse outcomes, and help ensure optimal health for all New Yorkers. The Director is responsible for ensuring that health equity is meaningfully advanced through the Center’s programmatic, infrastructure, and administrative functions.

Specific duties include
• Direct supervision of four Division Directors and an administrative staff.
• Building and supporting the Center’s public health workforce by overseeing recruitment and retention of critical leadership positions.
• Development of the Center’s policy agenda, oversight of program development and evaluation, and coordination of the Center’s response activities related to emerging health threats.
• Oversight and development of budget proposals, State of the State proposals, and other policies and initiatives for consideration by Department Executive staff and the Governor’s Office.
• Setting priorities for the Divisions’ work and appropriately deploying resources according to Legislative guidance, grant requirements and priority needs.
• Providing leadership in the development, implementation, evaluation, and dissemination of effective public health policies and programs.
• Working collaboratively with Executive staff, the Office of Public Health and its Centers, and the Department’s other offices on cross-agency functions and emergency response.
• Maintaining and assuring compliance with current federal regulations and requirements, evidence-based practices, and Public Health Law and regulations applicable to the Department.
• Oversight of the activities of program-specific Department Advisory Boards.
• Oversight of services provided directly to providers, facilities and the public statewide, including medical consultation and disease investigation.

Additional Comments Exempt, full-time. Occasional travel, including to areas that may not be served by public transportation is required (10%).

$158,124-$195,836 – salary commensurate with experience.
