Minimum Qualifications Provisional; Seven years of professional experience in the direct administration of private or public health insurance or service coordination for public health insurance-eligible consumers within a state-regulated facility.

Preferred Qualifications: Strong organizational skills; Excellent communication skills, both written and verbal; Healthcare experience; Data analysis; know Microsoft applications.

Duties Description Review health plan applications for Marketplace certification; Ensure Marketplace health plans comply with the federal certification standards, meet actuarial value and essential health benefit standards, have cost sharing limitations in place, and the requirements for Standard Plans are being met; Monitor health plans to be sure participation requirements are being met and that they are in compliance with certification requirements, processes, procedures, etc; Ensure accuracy of info avail to consumers through the website, member subscriber agreements, handbooks, and plan comparisons; Define programmatic business rules related to health insurance coverage to be used in the development, testing, implementation, and refinement of information technology systems, including the Marketplace website and information exchange with health plans participating in the Marketplace; Develop, vet, and implement protocols and standards to ensure that health plan provider networks are current, accurate, and meet adequacy standards; resolve deficiencies as they arise; serve as subject matter expert on the design or redesign of information technology systems to collect, report, and display provider affiliations with health plans; Develop training curriculum and resources; and may supervise subordinate staff.

Additional Comments Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
