Minimum Qualifications Provisional Appointment: The Senior Superintendent of Construction is a competitive class position within the NYS Civil Service Merit System. Competitive class positions are those for which is it practicable to determine the merit and fitness of applicants by competitive examination. If there is no appropriate eligible list of at least three people willing to accept a permanent appointment for this geographic location, the Department may nominate a qualified person for a provisional appointment under the provisions of Section 65 of the Civil Service Law.

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title,
and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained in the Senior Superintendent of Construction title.

Provisional Appointment Minimum Qualifications: Associates degree in Engineering, Engineering Technology, Architectural Technology, Architecture, Architectural Technology, or Construction Technology AND three years of qualifying experience assisting in the management of multi-trade construction projects from inception to completion to include cost estimating, construction planning and scheduling; contract document reading and interpretation, including agreement and conditions, plans and specifications; and construction inspection to ensure compliance with building codes for construction projects; or five years of qualifying experience as described above.

Non-Qualifying Experience: Experience in constructing one single-family dwelling.

Duties Description Construction Management
• Reviews, coordinates, and recommends acceptance of contractor’s progress schedule. Monitors progress and obtains modified progress schedules
• Reviews, coordinates, and recommends a schedule of submittals for each project. Monitors for conformity to contract and expedites action where required
• Coordinates contractor activities to maintain correct sequence of operations. Reviews requests for time extensions for compliance with the contract requirements
• performs contract interpretation of drawings and specifications
• Prepares requests for proposals
• Advises Public Building Manager 4 of project status

Field Check Duties
• Participates in preliminary scope meetings
• Compares drawings to field conditions and verifies coordination between project trades
• Performs field investigations and makes recommendations to supervisor

Emergency Project Responsibilities
• Responds to emergencies, investigates, and evaluates conditions and recommends actions
• Generates emergency bidders list and solicits bids from contractors
• Performs inspections of emergency building construction projects and/or inspections of construction projects on an emergency basis.

Additional Comments The New York State Department of Agriculture and Markets is seeking a Senior Superintendent of Construction to work at the Great New York State Fair. The Senior Superintendent of Construction will be responsible for working closely with the Office of General Services who perform construction projects at the Fairgrounds on a year-round, continued basis. The incumbent will perform and/or oversee construction projects, and inspections of all 50 buildings on the Fairgrounds. The duties may include construction management, field investigations, emergency project responsibilities, and ensuring adherence to specifications, contracts, and acceptable construction practices.

This position is conveniently located at the New York State Fairgrounds at 581 State Fair Boulevard, Syracuse, New York.
