Preferred Qualifications: Incumbent of this position should possess strong organizational skills and attention to detail, knowledge of Microsoft Office products; strong writing and verbal skills are required.   Experience or knowledge of hospice and/or home care services including licensing and certification would be preferred.

Duties Description The Health Program Administrator will be responsible for a range of activities within the Licensure and Certification Unit of the Division of Home and Community Based Services.  These activities may include but are not limited to: the review and tracking of closure plans submitted by Home Care agencies; review of home care and hospice certificate of need applications; performance of character and competence reviews including working with Regional Office staff to ensure agencies are currently in compliance, do not have current enforcements, and/or have satisfactorily resolved statements of deficiencies; responding to licensure questions from home care and hospice providers, consultants, and associations in writing; and processing transaction notices for updating provider addresses and contact information as well as maintaining internal tracking and databases for administrative amendments, management and consulting agreements. The incumbent will prepare formal staff reports and recommendations to the NYSECON application in the Health Commerce System and provide updates to the Project Management Unit on CON projects going before the Public Health and Health Planning Council and work with Center for Medicare and Medicaid Services (CMS) on the certification status of new providers or informational changes to existing agencies as well as work with other DOH divisions and bureaus to identify priorities or concerns pertaining to programmatic requirements. The incumbent will supervise support staff, as applicable.
