Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
70.1 Transfer:
For a 70.1 transfer to an Administrative Specialist 1, SG-18, you must have one year of permanent competitive service in a 70.1 title allocated to a salary grade 16 or above (11 or above for a Trainee 1, 12 or above for a Trainee 2).
52.6 Transfer:
For a 52.6 transfer to an Administrative Specialist 1, SG-18, you must have one year of permanent competitive service in a 52.6 title allocated to a salary grade 16 or above (11 or above for a Trainee 1, 12 or above for a Trainee 2).
70.4 Transfer:
For a 70.4 transfer to this title, you must:
• have one year of permanent competitive service in a position allocated to a SG-16 or above (11 or above for a Trainee 1, 12 or above for a Trainee 1); and
• meet the current or anticipated open competitive minimum qualifications for this title; and
• not have failed the last promotion or open competitive examination for this title; and
• have passed an examination appropriate for this title and have standing on that eligible list.
55-b/c program appointments:
For a 55 b/c appointment, you must:
• Possess the minimum qualifications for the selected title as established by the Department of Civil Service and listed on the most recent exam announcement.
• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
• Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.
Duties Description • Coordinate Personnel Activities for the Office of Operations (OOO)
o Check with supervisor/management on requests to fill vacancies to determine if they are in accordance with approved staffing plans.
o Review duties statements submitted by bureaus for positions requested to fill to ensure completeness. This includes working closely with OHR to facilitate requests for further information/clarification to ensure that duties statement is in line with the Civil Service classification standard.
o Work with supervisor and/or the Office of Human Resources (OHR) in obtaining pertinent information regarding staffing procedures/guidelines and implementing those procedures/guidelines appropriately and accurately (e.g., ARTL lists, provisional appointments, rehire retirees, reinstatements, etc.).
o Processes requests to fill vacancies timely.
o Submits communication regarding staffing changes/updates to other units within OOO (i.e., CIO, Training & Communications, appropriate bureau staff, etc.).
o Answers questions from program managers and staff
o Provide eligible lists, resumes and information regarding eligibility of candidates to OOO bureau contacts.
o Serve as Personnel Liaison and represent OOO at meetings.
o Determine and analyze what titles/appointments require special handling and communicate such to bureau contacts (e.g., CMS 1, SPE 1, Payroll Analyst 1 & Accountant traineeships, decentralized lists, transcripts, transfer acknowledgement, etc.).
o Research, analyze and identify solutions to various HR issues within OOO bureaus. Consult with OHR and ensure that solutions are appropriate and all policies and procedures are adhered to.
o Provide accurate employee and position data to OOO management as requested.
o Publish OOO job postings.
• Coordinate Onboarding & Offboarding for OOO
o Submit appropriate requests to on-board/off-board OOO employees in order to provision/de-provision equipment, software, system, and folder accesses.
o Submit appropriate requests to pause/reactivate system and folder accesses when employees go on extended leave and return.
o Submit requests timely and accurately according to established templates, rules, and procedures.
• Purchasing Support for OOO
o Monitor email for incoming work requests to purchase products/services; renew purchase orders; and approve invoices
o Conduct purchases in alignment with OSC rules and procedure
