Minimum Qualifications Special Assistant is an Exempt Class position within the NYS Civil Service Merit System. Section 41(1) of the Civil Service Law provides that the Exempt Class shall include "all other offices or positions for which the Civil Service Commission has determined it is not practicable to fill by competitive or non-competitive examination." These positions are not tenure-bearing.

Approval for appointment to this position will go through the Budget Director Approval (BDA) process, including a fingerprint background check.

Minimum Qualifications: Bachelor’s degree in food science, food policy, or related field and five years of experience in policy development, implementation, or management and/or regulatory experience. Four years of experience or an associate’s degree and two years of specialized experience may substitute for a bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience

Duties Description The New York State Department of Agriculture and Markets is seeking a Special Assistant to work within our Executive Office in Albany, NY. This position will work closely with a Deputy Commissioner to work across their portfolio of regulatory divisions to develop, implement, and manage major agricultural policies and initiatives. The selected candidate will be required to develop full understanding of the FDA’s Food Safety Modernization Act rules to spearhead and oversee policy development and implementation across multiple divisions and their stakeholders. This position will also be actively involved in the New York State Dairy Promotion Order, another highly publicized and important initiative. Additionally, this Special Assistant will work closely with external leaders and executives of other State Departments of Agriculture, the US Food and Drug Administration, and the US Department of Agriculture to coordinate efforts related policy development.

The position is located at the Department of Agriculture and Markets headquarters conveniently located near the Albany International Airport at 10B Airline Drive, Albany, NY 12235. This is a management/confidential (MC) position in the exempt jurisdictional class that offers a competitive salary range of $95,056 - $120,156/year with excellent benefits.
