and have served permanently for one year in that title.

You must have passed the most recent Professional Career Opportunities examination (PCO) or Public Administration Transition Test (PATT), may be eligible for transfer to Trainee level 1.

55-b/c Qualification: You must bachelor's or higher degree to be eligible for the Contract Management Specialist Trainee 1. For Trainee 2 you must also have one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Standard Duties:

This position provides critical support to the agency with regard to complex procurement rules, and must be well versed in the State Finance Law and OSC’s Rules and Regulations. Expertise in these areas ensures that the Department complies with the law in terms of use of preferred sources, minority and women owned businesses, and small businesses, as well as other procurement guidelines.

The Contracts Unit is instrumental in documenting the procurement record that must be submitted to OSC with each contract that exceeds $50,000, ensuring that all documentation is provided to required standards, with meticulous oversight, and in accordance with OSC guidelines. This position will provide support in this function, as well as assisting with Request for Proposal development, reviewing proposals for mandatory requirements, assisting staff and grant applicants with use of the Grants Gateway, coordinating the evaluation process, completing scoring documents, assisting with checking references and vendor responsibility checks, and other activities associated with complex procurements.
