70.1 Transfer:

70.4 Transfer:

For a 70.4 transfer to this title, you must:

· have one year of permanent competitive service in a position allocated to a SG-16 or higher; and

· not have failed the last promotion or open competitive examination for this title; and

Duties Description Technical Assistance

· Supervise and assist staff with providing technical assistance and customer service to Local Government and School Accountability (LGSA) staff and local officials by identifying, researching, and resolving higher level more complex software/hardware problems reported.

· Supervise and assist staff with analyzing software/hardware problems reported and assist with resolving problems, troubleshooting, reporting issues, and documenting solutions.

· Supervise and assist staff with reviewing technical assistance documentation to ensure scripts and documentation are accurate, complete, and up to date.

· Administer and provide technical support for webinars hosted by the division.

· Act as the Bureau Security Liaison for LGSA to authorize security access to applications, folders, etc.

System Maintenance and Support

· Assist with the development of technical system design specifications for LGSA applications and systems. This includes, but is not limited to:

o Preparing documentation on workflows, including information on user operations, data entry and system processing.

o Reviewing and assisting in developing requirements for use and internal procedures for staff.

· Perform research on software and systems available that may offer alternatives to the current processing systems and applications.

· Provide security administration for LGSA Online Services applications, including adding/deleting users, assigning and changing passwords, and assigning users to appropriate security groups.

· Develop and run diagnostics on existing systems and applications to ensure efficient performance while ensuring unnecessary, unused, incorrect data or files are removed.

· Assist with less complex system support activities as needed. Work with the team to improve their system maintenance and support capabilities so they can be assigned more complex system maintenance and support assignments.

· Upload databases as needed.

· Update existing system documentation as required.

· Assist in developing system documentation for new LGSA systems and applications.

· Maintain logs of local government filing activities in multiple formats for the necessary applications.

· Assist with the creation of, and review documentation for accuracy and completeness.

Supervision

· Oversee staff providing technical assistance and customer service to Local Government and School Accountability (LGSA) staff and local officials.

· Assist staff with analyzing software/hardware problems reported including, but not limited to, resolving problems, troubleshooting, reporting issues, and documenting solutions.

· Ensure consistent application of Office of the State Comptroller’s (OSC) standards and the Division’s policies.

· Ensure efficient and effective delivery of assigned projects and services.

· Provide guidance and support to staff regarding communication, research and assistance in problem solving.

· Encourage professional development for staff by providing feedback on strengths and areas in need of improvement.

· Deliver timely evaluations and development plans for staff, encouraging high professional and ethical standards.

Testing & Training

· Review and contribute to test plans to ensure completeness of test case scenarios and expected outcomes.

· Create and document test cases for regular and exception scenarios to use while testing.

· Assist with system and application testing for LGSA as needed.

· Report test results to supervisor and assist supervisor with review and analysis of results.

· Work with the team to improve their testing capabilities so they can be assigned more complex testing assignments.

· Develop content for training sessions and user groups as assigned.

· Provide training on systems, applications, and data access through formal and informal training sessions.

· Demonstrated experience in IT Infrastructure Library (ITIL)/IT Service Management (ITSM) (3 months to less than 1 year).

· Demonstrated experience in Technical Writing (3 months to less than 1 year).
