Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Duties Description Under the general supervision of the Principal Accountant in the Grants and Contract Administration Unit, the Contract Management Specialist 2 will share responsibility for the fiscal administration of numerous State Grants-in-Aid contracts and contracts for several other miscellaneous programs administered to various not-for-profit and municipal grantees. While supervising and participating in the work assignments of subordinate staff, the incumbent will oversee the initial grant application process, the ongoing monitoring of grant spending and the grant close-out process. The incumbent will also share responsibility for the development and evaluation of subordinate staff with another Contract Management Specialist 2.
Duties will include:
• Administration of numerous State Grants-in-Aid contracts and the fiscal administration of several miscellaneous programs, including tasks such as: the approval of grant applications, the development of contracts with sub-recipients, the review of grantee claims and program progress reports and the preparation of status reports and allocation and expenditure schedules.
• Provide ongoing supervision and technical assistance to subordinate staff. Such supervision includes: assignment of tasks, review of work, preparation of traineeship and probationary reports and periodic performance evaluations, review and approval of time records and leave requests and facilitation of periodic Section meetings.
• Respond to routine requests for information from agency management and staff, Legislative Finance Committees, control agencies and grantees. Prepare or direct the preparation of reports, including: various internal status reports, Division of Budget Agency Spending Controls (B-1184’s), status reports on local grant awards and cash disbursements projections reports.
• Participate in drafting fiscal policies and procedures.
• Develop Requests for Application (RFA) and Requests for Proposals (RFP) and develop the successful applications/proposals into contracts. Work collaboratively with program staff in the development of fiscal and program policy. Act as liaison with control agencies on RFA/RFP issues and in obtaining approval of documents, including contracts.
• Register, attend and become a certified completer of an on-line course for the National Incident Management System (NIMS).
• Perform other tasks, including, but not limited to: work with contractor and grantee staff on Minority and Women-owned Business Enterprise (MWBE) issues and goals, maintenance of agency accounts through the performance of reconciliations and preparation of adjusting entries, establishment of contracts through the State Financial System (SFS), review of sub-recipient audits and provide assistance to subordinates of other units and involvement in agency/division initiatives.
Note: It is anticipated that this position will require approximately 20% travel, including some overnights.
