Minimum Qualifications 52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 25 or higher eligible for
transfer and determined to be administrative by Civil Service.
For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special
qualifications for 52.6 transfers as detailed above.

NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
The Department of State is considering making a request to the Department of Civil Service to hold a noncompetitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service
Law. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is
interested in competing in a promotional examination for the above title and if they would accept
appointment if offered. Please note this will be a competitive appointment. The term non-competitive refers
to the appointed candidate not needing to compete in the next holding of the examination
The minimum qualifications for NCP appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Policy Analyst 2 (Public Authority).

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Policy Analyst 3 (Public Authority) the
Department may elect to make a provisional appointment to this position rather than a permanent
appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the
next holding of the Policy Analyst 3 (Public Authority) exam and be reachable for appointment from the newly
established eligible list.
The minimum qualifications for Provisional appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Policy Analyst 2 (Public Authority).

Duties Description DUTIES:
The Policy Analyst 3 (Public Authority), duties will include but are not limited to the following:
• Direct a unit of Policy Analyst 1 & 2 (Public Authority)
• Direct the development of risk-based compliance review plans, including the development of protocols
and procedures for conducting financial, management and performance reviews.
• Supervise the analysis of the financial and operating practices of public authorities.
• Evaluate risk areas to review when selecting public authorities.
• Oversee reviews and analysis of authority operating policies, procedures, and practices.
• Discuss analysis or compliance review findings with ABO staff and suggests solutions that consider
unique operating factors associated with a given public authority.
• Identify public authority practices that may warrant formal investigation; refers issues to Policy Analyst
4 (Public Authority) and the Director Authorities Budget Office for direction.
• Oversee training and technical assistance provided to public authorities to achieve compliance,
improve performance, and implement effective governmental practices.
• Develop and review policy guidance documents to provide clarification on the statutory compliance
and reporting requirements of public authorities, and to provide the framework for accepted public
authority governance principles and practices.
• Identify opportunities to strengthen or clarify the role, powers, and responsibilities of the ABO through
legislative changes.
