Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they possess a bachelor’s degree AND are a current NYS employee with one year of permanent competitive or 55b/c service in a title allocated to SG-9 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list.

55 b/c Appointment: This position is eligible for 55 b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55 b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for an Education Program Assistant 1 (EPA 1) position in the State Board Office for Social Work and Mental Health Practitioners. The State Board Office assists the Board of Regents and NYSED in the licensing and practice of six (6) professions including master social worker, clinical social worker, marriage and family therapist, mental health counselor, creative arts therapist, and psychoanalyst. In addition, the Board receives and processes applications for individuals and entities applying to offer continuing education to licensed social workers and mental health practitioners. Under the general direction of the Executive Secretary, duties of this position include, but are not limited to, the following:
• Review supervised experience of applicants for licensure in the social work and mental health professions;
• Review applications from entities and individuals seeking to offer continuing education in the social work and mental health professions;
• Respond to telephone, email, and written inquiries regarding applications and professional practice in a timely, accurate, and responsive manner consistent with the Office of the Professions’ commitment to quality customer service;
• Direct support staff in the processing of applications and generating correspondence to provide timely and accurate information to customers regarding the evaluation of the application;
• Coordinate the receipt and review of applications for licensure and limited permits, including coordination of electronic applications between Professional Education and the Division of Professional Licensing Services;
• Utilize computer systems to access and review applications;
• Monitor the processing of applications in the Board Office, including the preparation of regular reports on applications received, reviewed, and approved; and
• Perform periodic in-state travel related to board office business.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates at the time of interview. This position will require 5% in-state travel.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Education Program Assistant 1, SG-14. The salary for candidates appointed to Education Trainee 1 starts at $41,634 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $62,806 based on annual performance advances.
