Minimum Qualifications Salary based on education and experience:

Data Analyst Trainee 1: Salary of $51,848. Bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or related field

Data Analyst Trainee 2: Salary of $57,818. Bachelor’s degree as above; and one year of experience in advanced excel analysis OR a master’s degree in the above fields

Data Analyst 1: Salary of $61,423. Requires a bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and either: satisfactory completion of a two-year traineeship or two years of experience* in data visualization, and statistical models and data mining tools.

* Substitution: A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.


Qualifications/Skills:
• Technical expertise regarding data models, database design development, data mining and segmentation techniques.
• Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
• Strong written and oral communication skills.
• Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS etc.).

Duties Description About Us:
As an organization, we provide a critical link between government finance, policy and management, including developing, negotiating, and implementing one of the largest government budgets in the country.

Our Work:
From our office in the New York State’s historic Capitol building, in Albany, NY, our Data Analysts utilize their creativity and statistical knowledge to develop models in support of analytic stories; propose insightful performance improvements that champion change; and provide data visualization to clarify trends and patterns that impact decisions made within the State budget process.

DOB needs team members who can provide data analysis and support, including, but not limited to:
• Interpret data, analyze results using statistical techniques and provide ongoing reports.
• Perform data extraction, aggregation, and quality checks from multiple sources and tables in support of trend identification and root cause analysis.
• Create visual and written data communications to present relevant findings and materials to upper level-management and outside stakeholders.
• Assess the content of current data systems to ensure they support the analytic needs of assignments and make informed recommendations to management.
• Work with management to prioritize information needs.
• Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.
• Locate, define, and recommend new process improvement opportunities.
• Work with other Data Analysts, Budget Examiners, and management to develop and build analytic models in support of policy development and budgetary proposals.
