Provisional Appointment Candidates : Current Open Competitive Qualifications: Six years of professional experience performing one or more of the following activities in a health care facility, health care agency, health care delivery system, Medicaid program, and/or other public or private health insurance program:
Activities:
1.Establishing, revising, and/or assisting with the implementation of program policies and procedures to meet treatment and/or regulatory requirements of health care.
2.Analyzing State and/or federal health insurance laws to inform the development or modification of program operations.
3.Determining financial eligibility for enrollment in public or private health insurance plans or government funded health services programs. Experience must have included evaluation of individuals’ financial information and/or health condition to ensure individuals meet eligibility criteria specified in State and/or federal laws, rules, and regulations."


Preferred Qualifications:Preferred candidates will have experience in public health insurance programs, including New York's Medicaid and/or Child Health Plus, and demonstrated experience in requirements gathering, analysis of policy guidance, communication to users, and implementation of procedures. Preferred candidates will also have the ability to work well independently and under pressure to meet deadlines; strong oral and written communication skills; proficiency in Microsoft Office (Word and Excel); and strong analytical skills.


Duties Description "
The Medical Assistance Specialist 1 (MAS 1) will work within the Bureau of Consumer Relations & Local District Support and Upstate Eligibility Systems as part of a team responsible for implementing the Medicaid policy/legislative changes to the Welfare Management System (WMS), the transition of populations out of WMS, ongoing development/maintenance of NYS of Health (NYSOH), and the support of continuous improvement activities required to reduce risk and minimize the negative consequences of implementing policy and system changes. The incumbent will work within a team on the following tasks:

Review new and existing Medicaid eligibility policy for researching issues, proposing and testing solutions.

Develop user requirements by applying knowledge and experience of Medicaid regulations and program policy.

Review, analyze and interpret federal and state legislation related to the provision of Medicaid.

Provide written documentation as required using department forms and processes.

Respond to questions relating to Medicaid policy from DOH/OHIP local district support staff, local district staff, and consumers.

Analyze and generate reports for internal and external customers utilizing available reporting tools.

Assist with developing and disseminating directives and statements on the provisions of Medicaid to local district."
