Minimum Qualifications "Permanent Transfer Candidates: One year of permanent or contingent-permanent competitive service as a Medicaid Redesign Analyst 2, G-23 and eligible for 70.1 transfer.

Provisional Open-Competitive Candidates: seven years of experience administering or analyzing disability, aging, health, or social service programs for older adults, four years of which must have been in the development, delivery, or monitoring of long term services and supports.

A bachelor’s degree substitutes for four years of experience; associate’s for two years; master’s degree for an additional year of experience.

Preferred Qualifications: Knowledge of long-term care related services and supports. Strong analytical and communication skills, both written and verbal. The ability to think creatively and strategically. The ability to work independently, as well as in a team environment. A Knowledge of Medicaid Waiver programs and criteria. Excellent organizational skills with the ability to prioritize multiple assignments. Proficient in the use of standard office technology and basic Microsoft applications. Knowledge of eMedNY and analysis of claims data. The capability to travel within NYS as needed.

Duties Description This position is located in the Office of Aging and Long Term Care, Center for Aging and Long Term Care Finances and Supports. The Center is responsible for a variety of services and activities that focus on long term care, aging and related disabilities within community based settings. The work of these programs is to encourage high quality care, cost effectiveness, and community base and ongoing quality improvement of services provided. The candidate will assist the Bureau Director and Unit Supervisors in a broad range of activities, including research, technical assistance, training and communication with service recipients, providers and stakeholders. The candidate should have sufficient skills to reasearch programs and services related to long-term care, ability to generate reports from collected information and present proposals for new services and policy reform. Knowledgeable in Contract management, eMedNY utilization, ability to field complaints and address constituent issues. Understanding of long-term care policies and benefits as related to Medicaid eligibility, asset protection and insurance. Ability to analyze consumer specific data to address questions and remedy complaints. Maintain required reports and analyze trends related to consumers and policies.

Additional Comments This position may require travel including to areas that may not be serviced by public transportation. If a provisional candidate is selected, the incumbent will need to take and pass the next holding of the Civil Service exam and be immediately reachable on the resultant eligible list.
