Transfer Opportunity
Candidates must have one year of permanent competitive or 55-b/55-c service as a Medical Laboratory Technician 1 and be eligible for transfer.

Provisional Opportunity
In the event that there is not a valid eligible list, candidates who meet the qualifications, either under category A or B, may be qualified for a provisional appointment.

A) Candidates must be qualified employees of New York State and have had one year of experience as a Laboratory Worker, Senior Laboratory Worker, Laboratory Animal Caretaker, Senior Laboratory Animal Caretaker, Laboratory Aide, Laboratory Caretaker, or Phlebotomist, and meet one of the following requirements:
Either 1. Associate degree as a medical laboratory technician.
Or 2. Completion of 45 semester credit hours of college coursework and a six-month medical laboratory technology training course.
Or 3. Associate degree in one of the chemical, physical, or biological sciences and six months of experience in medical laboratory work.
Or 4. Completion of 45 semester credit hours of college coursework including six credits in general chemistry, six credits in inorganic chemistry, 12 credits in biology, and three credits in mathematics and six months of experience in medical laboratory work.
Or 5. High school graduation or the equivalent and completion of a combination of education and experience in an acceptable laboratory. This combination may include completion of a vocational technical program and two years of medical laboratory experience; completion of a structured medical laboratory technology program and one year of experience; three years of experience; or completion of a military medical laboratory procedures course of 50 weeks' duration; and one year of experience.


OR
B) Candidates must meet one of the following open-competitive requirements listed below.
Either 1. Associate degree as a medical laboratory technician.
Or 2. Completion of 45 semester credit hours of college coursework and a six-month medical laboratory technology training course.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description Under the direct supervision of a Medical Technologist, a Medical Laboratory Technician would perform a variety of routine non-technical laboratory tasks including the processing, packaging and preparation of specimens, assisting clients via telephone or email, computer data entry and record-keeping. Assistance in scheduled or unscheduled maintenance and cleaning of laboratory equipment and work areas are also required.

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
