Minimum Qualifications Education Level required: Bachelor’s degree.
Relevant experience required: 5+ years relevant experience required. 7+ years relevant experience preferred.
Knowledge required: Project development and government relations, financial statement analysis, public policy, workforce development, and data analysis. Excellent written and oral communication skills are essential. Strong computer skills preferred.
Duties Description BASIC FUNCTION:
Manage OSWD grant funded projects from point of offer acceptance to disbursement for particularly complex workforce development grant projects. Manage special projects and programs for OSWD. Provide oversight of and input into Office activities such as reporting, training, policies, and procedures.
WORK PERFORMED:
• Source and originate OSWD grant projects in alignment with the OSWD program guidelines and Regional Economic Development Councils (REDCs) regional- and sector-based workforce strategies.
• Structure and negotiate discretionary incentives to projects that spur job creation and retention through workforce development with non-profits, local governments, training and education providers, chambers of commerce and business trade associations.
• Build and maintain relationships with governmental and quasi-governmental entities, business groups, community-based organizations, training and education providers, and higher education institutions across New York State. Attend necessary events.
• Perform project review, analysis and evaluation. Together with VP and AVP, make funding recommendations to senior management.
• Monitor and review OSWD grant applications for financial assistance. Review and edit draft Incentive Proposals for grant recipients.
• Prepare and present project materials and analysis for Board of Directors consideration and develop Grant Disbursement Agreements. Review final documents, including signoff if needed to support AVP or VP.
• Coordinate with Data and Metrics Manager on reporting requirements for inclusion in grantee agreements and evaluation. Monitor grantee compliance with reporting and contract requirements .
• Present written and oral summaries of project activity to executive management, as requested.
• Oversee funding programs and special projects for OSWD as assigned by VP.
• Mentor and supervise newly hired Project Managers.
Additional Comments Position expected to work onsite and/or remote consistent with NYS and ESD guidelines and needs.
