Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Research.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Assistant in Education Research. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Assistant in Education Research: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Assistant in Education Research if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title 20 or higher AND have standing on the Assistant in Education Research eligible list AND possess a master’s degree and three years of professional research experience. Two years of qualifying experience must have been primarily involved in research on educational issues or topics to qualify for transfer.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have master’s degree and three years of professional research experience. Two years of qualifying experience must have been primarily involved in research on educational issues or topics to qualify for transfer. Provisional candidates must take the examination for Assistant in Education Research when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s (NYSED) Office of Access, Equity and Community Engagement Services (OAECES) is seeking candidates for an Assistant in Education Research position. The incumbent of this position will focus primarily on data analysis as part of a multi-disciplinary team. Duties of this position include, but are not limited to, the following:

• Collect, review and analyze data and reports submitted by districts and Institutions of Higher Education to assess whether they have met performance benchmarks;
• Conduct comparative performance and other analyses based on New York State assessment, enrollment statistics and other data for Institutions of Higher Education and school districts, including the use of regression models and other statistics;
• Serve as a liaison to data analyst consultants and other data personnel within the Department to ensure completion of assigned data projects;
• Conduct relevant research and prepare written materials, which involves the collection and compilation of program data, preparation of reports on school innovation initiatives and response to inquiries;
• Work collaboratively with other staff to ensure the incorporation of relevant data into evaluation reports;
• Develop and maintain databases for the tracking of school districts and Institutions of Higher Education information and performance; and
• Answer data questions from New York State school districts and Institutions of Higher Education, as well as develop and facilitate webinar-based and in-person panels and professional development events for the dissemination of data best practices.
• Perform additional tasks as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Provisional candidates must take the examination for Assistant in Education Research when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree/transcripts will be required at the time of interview for all candidates.

This position leads to a maximum salary of $98,252 based on annual performance advances.
