Minimum Qualifications Bachelor’s degree and ten years of relevant experience. (A J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.)

Preferred Qualifications: Experience in public health, state and local government, health systems, and policy and regulation within a health department, academic, or healthcare setting. Education or other substantial training and work experience in public administration, chronic disease, family health, nutrition, community engagement, emergency response, among others. Familiarity with health systems, population health, clinical practice, environmental and occupational health, and epidemiology.

Duties Description The Associate Commissioner will serve as the director of the Capital District Regional Office reporting directly to the Deputy Commissioner for Public Health. The incumbent is responsible for providing leadership and direction to the Regional Office, including the staffing and siting of the restored office. The incumbent will have broad policy level decision-making and will represent the Department in interactions with and in support of County, State and Federal governmental agencies, healthcare providers, community organizations, and the public. The position will provide leadership, guidance, and collaboration across the regional OPH programmatic areas; direct OPH regional office participation in cross health department efforts to foster innovation and initiatives at the intersection of clinical practice and public health, including health systems, social determinants of health, advancing health equity, and information systems. Specific duties include, but are not limited to, the following: Assist the Deputy Commissioner in the implementation of Departmental policies, priorities, and activities at the regional level; Provide feedback and information regarding regional activities, challenges, and accomplishments to the Deputy Commissioner; Serve as primary communication link between the regional and central office administrations; Serve as liaison between region’s employees and administrative staff from central office units including Human Resources/Personnel, Public Affairs, and Legal Affairs; Represent the Department in interactions with and in support of County and other governmental agencies, healthcare providers, community organization, and the public; Participate in OPH Leadership meetings and other Departmental meetings and discussions as appropriate; Participate in regular meetings with the other Regional Directors to discuss common challenges, opportunities, approaches, initiatives, and developments; Oversee Departmental activities conducted by employees of the region; Hold regular meetings with regional program managers to review unit activities and topics of cross-programmatic concern; Hold regular general staff meetings for all regional employees; Oversee preparedness and response activities of the region, including the Regional Health Emergency Preparedness Coalition; Lead community engagement and health equity initiatives to strengthen collaboration among local health departments and community partners; increase capacity and resilience of local health departments and health providers; and address structural disparities in population health, including access to health services, cultural competence, and social determinants of health (e.g., socio-economic, environmental, etc.); Work with the regional administrative unit to guide and assist with office management, building management, telecommunications, information technology, employee relations, and staff recruitment, retention, and training; Serve as direct supervisor of select regional program managers and work with central office program leadership to oversee the work of all regional program managers; Work with functional units to complete Internal Control requirements and other quality assurance activities as needed; and Conduct additional activities to support the Department of Health’s mission, goals, and objectives.

Additional Comments *Salary Range from $151,984 to $188,231, commensurate with experience. May include travel, including overnights, to areas not served by public transportation. May include extended hours, sometimes with limited notice to meet operational needs; this may include evenings and/or weekends.
