Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Administrative Analyst.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Senior Administrative Analyst: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.1 Transfer to Administrative Analyst Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Senior Administrative Analyst position in the Charter Schools Office (CSO). This Office is responsible for the monitoring and oversight of all Board of Regents-authorized charter schools. The incumbent of this position will be responsible for supporting the dissemination of effective practices in charter schools as well as supporting the larger work of the CSO through special projects and workflow management. Duties of this position will include but not be limited to:

• Provide workflow management and technical report quality control/editing support to the CSO Performance Oversight Team and the charter schools authorized by the Board of Regents;
• Develop systems and processes to identify, catalogue, and disseminate effective academic and operational practices of charter schools across New York State;
• Design and implement protocols to facilitate the exchange of effective academic and operational practices among charter and district schools in New York State;
• Partner with internal and external partners to develop written reports, memos, and presentations to highlight the work of the CSO with an emphasis on the dissemination of effective practices to key stakeholders;
• Identify local and national exemplars across multiple sectors that can best inform the work of the CSO with an emphasis on the dissemination of effective practices to key stakeholders;
• Work with a variety of content experts within the Department and CSO to develop scope and sequence guides to scaffold professional development and technical assistance to new and existing charter schools regarding academic, legal, operational, financial, and other areas;
• Work to create, or ensure that existing, CSO tools to disseminate academic and financial information are informative and are useful for the intended audience; and
• Complete other projects as necessary.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.
Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of bachelors degree will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $ 46,529 (Trainee 1- NS equated to SG-13)
• $ 49,202 (Trainee 2- NS equated to SG-14)
• $ 61,270 (Full Performance level SG-18)

This position leads to a maximum salary of $77,912 based on annual performance advances and traineeship advances.
