Minimum Qualifications MINIMUM QUALIFICATIONS: A Bachelor’s degree AND three years specialized experience in data programming and data analysis. A Master’s degree may substitute for one year of specialized experience.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who possess a high level of knowledge, proficiency, and practical experience in programming (JAVA, PL/SQL, SAS, PHP) running queries on large data sets, project management tools and techniques for data documentation, and sound written communication skills.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for two Project Assistant positions within the Office of Information and Reporting Services. Under the supervision of SG-26 positions within the NYSED Office of Information and Reporting Services (IRS), the incumbents of these positions will work with IRS to build capacity resulting from increased workload required by American Rescue Plan Elementary and Secondary School Emergency Relief (ARP-ESSER) requirements and to provide technical assistance to various program offices within the Department and the field on ARP-ESSER data reporting requirements. Duties of these positions include, but are not limited to, the following:

• Participate in and develop materials and documentation used and supported by the Department for project deliverables;
• Assist other staff in the development of written documentation, and recommendations for the assigned project;
• Monitor and evaluate assigned project through report reviews, data analysis and written and verbal correspondence;
• Develop and recommend changes in objectives, policies, and procedures to improve project effectiveness;
• May consult with information technology and appropriate Program and Unit staff in developing and maintaining the agency’s capacity necessary to carry project functions;
• Prepares comprehensive report updates and summaries covering all phases of the project, the interpretation of results and recommended courses of action for Department program area leads to improve outcomes at statewide or national level;
• Facilitate meetings, document meeting notes, and actively manage action items;
• Manage the delivery of assigned work packages and supply regular status updates to the Project Coordinator;
• Supervise SG-18 positions working on ARP ESSER tasks within IRS; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be temporary appointments. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. These positions lead to a maximum salary of $100,342 based on annual performance advances.
