Minimum Qualifications Ten years of experience conducting field investigations prelimary to administrative actions, civil litigation, or criminal prosecution. This experience must include conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, preparing detailed written reports of investigative findings, and testifying in court or at formal hearings. Three years of the experience must have been at a supervisory level; or one year of the experience must have been at a managerial level.

Substitutions: an associate’s degree in criminal justice or related field may substitute for two years of qualifying experience. A bachelor’s degree in criminal justice or a related field may substitute for four years of qualifying experience.

Duties Description As part of the Division of Medicaid Investigations management team, but operating with a great deal of independence, the Manager Medicaid Investigations manages the day-to-day investigative and administrative functions of Upstate Investigations (White Plains, Albany, Rochester and Buffalo offices).

Specific duties include, but are not limited to:
• Confer with the Deputy MIG and/or other executive level management to define investigative projects, initiatives and long-term objectives.
• Supports the priorities of the division as directed by the DMI and keeps the DMIG apprised of overall upstate activities and progress.
• Directs the overall work plans and program and operational goals and objectives of upstate investigations and related administrative units that support the overall mission of the division.
• Recommend actions and investigations to be taken regarding Medicaid fraud, waste and abuse findings.
• Establishes investigative priorities and oversees subordinate managers in carrying out investigative projects and initiatives.
• Ensure clinical, data analysts and investigative staff are working collaboratively on addressing outstanding cases.
• Ensure referrals to other entities are made as appropriate.
• Ensure Notices of Proposed Agency Action (NOPAA) and Notices of Agency Action (NOAA) are reviewed and issued timely.
• Serve as liaison with other investigative entities or stakeholders, such as the New York State Attorney General’s Office, the Office of the Inspector General, and the Federal Department of Health and Human Services.
• Assist the Deputy MIG in preparing internal and external communications or other special projects, as directed.
• Identifies areas where investigators would benefit from training and makes specific recommendations to the DMIG for training programs.
• Other duties as assigned.

Additional Comments This position is a non-competitive, policy-influencing, and permanent position. There will be minimal mandatory overtime. Work hours, telecommuting and alternate work schedules to be discussed at interview. Free parking is available. Starting salary for candidates with no NYS history is $105,500; this is non-negotiable.

Routine travel is required in order to conduct fieldwork necessary to complete investigations. Other training requiring travel may be assigned as necessary. Specifics to be discussed at time of interview. Must have a valid driver’s license or otherwise demonstrate the ability to meet the transportation requirements of the position.
