Seeking a candidate with:
Possession of a bachelor’s degree and nine years of administrative experience that includes capital planning, capital project management, and coordinating capital projects from design through construction and close-out. Four years of the experience must have been at a managerial level.
Higher-level academic degrees may be substituted for experience:
o Bachelor’s Degree and nine years of experience
o Master’s Degree and eight years of experience
o PhD and seven years of experience
o The four years of management experience is required regardless of degree.
Duties Description About the Position
The Office of Parks, Recreation and Historic Preservation is looking for an innovative, dynamic executive to lead a fast-paced capital program through an unprecedented period of growth and transformation. 2022 was a banner year of visitation to our 215 parks and historic sites with more than 79 million visitors. Much of that visitation can be attributed to historic capital investments over the past several years. That commitment to revitalizing, modernizing, and repositioning New York’s unmatched system of state parks and historic sites is continuing with at least $200 million in capital funding allocated annually for the next several years. The Office is committed to ensuring that our capital infrastructure is welcoming to the broadest spectrum of visitors as it enters its second century.
Duties
Under the direction of the Commissioner and the Executive Deputy Commissioner, the Deputy Commissioner for Capital is responsible for:
• Steering, implementing and advancing a $200+ million annual capital program with a view to high quality design, on-time project delivery, sustainability, and strong alignment within the program and with other agency departments.
• Overseeing and optimizing agencywide capital operations in close coordination with 11 park regions, scores of historic preservation assets, other agency bureaus and sustainability initiatives, along with other duties as assigned by the Commissioner.
• Maintaining an agency-wide commitment to strong design, functional consistency, and operational efficiency.
• Advises the Commissioner and Executive staff on the formulation, implementation and evaluation of agency policies, programs, procedures, and priorities affecting statewide capital programs, regional park operations, universal maintenance concerns and the delivery of services to the public.
• Directs, channels, and coordinates the function and focus of the managers of each of the five capital districts to ensure that regional and agency-wide capital program priorities and activities are integrated and conform with the agency’s mission, goals, and objectives.
• Serves as liaison between the regional offices and Albany Office staff on all matters related to the agency’s capital program to expedite and ensure the completion of capital projects and the appropriate allocation of capital resources in support of agency and regional operations.
• Provides on-site review and inspection of regional capital projects to evaluate effectiveness of project plans, adherence to design specifications, conformance to project timeframes and deadlines, and to identify actual or potential problem areas and unanticipated needs.
• Facilitates internal and external communication to resolve problems or issues affecting agency capital projects.
• Represents the Commissioner and the Governor at various conferences, symposia, seminars, etc.
• As requested by the Commissioner, interacts with the Governor’s Office and agency executive staff, legislature, federal, state, and local officials, as well as corporate, not-for-profit, and professional organizations.
