Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent competitive status as a Health Systems Specialist 1 (EMC), G-18 or NYS employee with one year of permanent or contingent-permanent, competitive service as a Health System Specialists 1 (EMC)

Provisional appointment: New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT – Intermediate (AEMT-I) certification; and four years of administrative experience in an EMS program. Administrative experience includes work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.

Substitution: EMS experience in an ambulance service, or advanced support-first response service, may be credited on a month-for-month basis for up to two years of the required experience. College study may be substituted for up to 2 years of the required experience at the rate of 30 credit hours for 1 year of experience.

Experience in a secretarial or clerical position will not be considered qualifying. Clinical and administrative experience in an institutional or other non-pre-hospital setting such as an emergency department, hospital, urgent care facility, or medical office will not be considered qualifying.

Preferred Qualifications: Current Paramedic; Instructor experience; Certified Instructor Coordinator or Certified Lab Instructor, EMS Course Administrator experience, Instructor Audit and/or mentoring experience, EMS leadership experience; Policy and Procedure review and development experience.   The preferred candidate would have a working knowledge of Public Health Law (PHL) Article 30 and 10NYCRR Part 800; be able to handle multiple diverse tasks and would have strong organizational skills and attention to detail; be able to work independently as well as part of a team in planning and implementing work-related activities; have experience in conducting investigations, reviewing complaints from public or students in a course, reviewing and evaluating various records and documentation, and experience in preparing reports for review by superiors; and have a high level of competence using the following computer programs: Excel , Microsoft Outlook, and Word.

Duties Description This Health Systems Specialist 1 (EMC) is being filled to work in the education and certification section of the Bureau of EMS but may be assigned to other areas of the bureau based on operational needs; you work with course sponsors, instructors, students, pre-hospital care providers, ambulance services, first response agencies and other EMS entities. This position will be to assist in the review and processing of education and certification processes such as but not limited to EMS certification, course applications, course audits, instructor audits and other functions to facilitate EMS education and certification in New York State; As part of the position you will conduct surveillance and enforcement of New York State Public Health Laws and Regulations. The HSS 1 (EMC) may perform onsite audits, investigate complaints pre-hospital care personnel or students, monitor compliance by certified providers and EMS education programs, draft policy documents and participate in initiatives to help further advance EMS education in NYS. In addition, this position be asked to help with regional activities such as review public function and mass gathering applications; work with local, state and federal management offices to develop and implement disaster management plans and mutual aid agreements; and serve as Department of Health liaison with regional or local EMS councils and regional emergency medical advisory committees. The HSS 1 (EMC) may also, during times of declared disaster, be deployed to affected locations anywhere in NYS or to the State’s Emergency Operations Center in Albany. HSS 1 (EMC) may be assigned other duties as directed by the Commissioner of Health or Bureau Leadership. This position may have approximately 30% travel including travel to Albany for council meetings, staff obligations and other functions to facilitate the functions of the bureau.
