Provisional Qualifications:
Either A. a bachelor’s degree AND four years of experience providing addiction services, which must have included providing clinical supervision, program planning, and administration of a licensed or certified addictions program. One year of the experience must have been at a supervisory level AND you must also be designated as a Qualified Health Professional (QHP) as defined in New York Codes, Rules and Regulations No. 14, Chapter XXI, Part 800.3(I). OR B. a master’s degree in community mental health, counseling, education, human services, mental health, nursing, occupational therapy, psychology, rehabilitation, social work, or sociology AND three years of experience providing addiction services, which must have included providing clinical supervision, program planning, and administration of a licensed or certified addictions program. Candidate must be eligible and maintain eligibility for full and unconditional participation in the Medicaid/Medicare programs. Failure to maintain licensure, certification and Medicaid/Medicare eligibility will result in termination of employment.

Duties Description The Assistant Director serves as second in charge of the facility and is responsible for assisting the Director in planning and managing facility resources including budget, spending plans, capital and minor rehabilitation projects, day-to-day activities and services (including liaison community providers, personnel, and quality management), clinical services, and other related duties as assigned. Responsibilities for the Assistant Director include, but are not limited to the following:

• Oversees the development and implementation of screening and admission procedures, individual treatment plans and programs, and discharge planning.
• Reviews and monitors policies and procedures for facility operations and services; recommends revisions; and implements improvements.
• Prepares, implements, and monitors facility contracts and other agreements for the delivery of support services, such as utilities, maintenance, supplies, transportation, and clinical care.
• Acts as a liaison with State and local agencies on the reporting and investigation of incidents and other matters; and recommends appropriate corrective actions.
• Collaborates with and coordinates human resources management decisions and issues at the local level.
• Works with the Director Addiction Treatment Center and management staff in the development of spending plans; assists in preparing the annual budget request; monitors expenditures; and advises on the availability of funds.
• Participates in the development of the facility’s annual strategic plan.
• Oversees and supervises the facility’s performance improvement program and preparation for program reviews, including case consultation meetings and record audits.
• Works with the Director Addiction Treatment Center and Central Office staff to ensure compliance with State and federal certification requirements, operating standards, and other laws, rules, and regulations. • Performs the full range of supervisory duties for ATC clinical and treatment staff.
• Serves as the Director Addiction Treatment Center in his/her absence.

Additional Comments Position may be filled Contingent Permanent or Provisional depending on eligibility.

Salary: $85,712 - $108,342*
*Plus $3,026 location pay

Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
